Speaking to reporters, Ms. Nguyen Thi Ngoan, a teacher at Le Hong Phong Primary School (Nam Dong Commune, Cu Jut District) shared that before Tet, the school's teachers were looking forward to receiving the bonus according to Decree 73 to have more "money in and out" to cover expenses. However, when the school's regulations were not accepted, the superiors requested to apply the district's regulations, so up to now, the teachers have not been able to receive the bonus.

“According to the regulations set forth by the district, each teacher only receives about 2.4 million VND/6 months, much lower than the guidance of Decree 73 and many other schools in Dak Nong province. According to the regulations, the amount of money we receive is too low compared to other units in the province, so we did not agree to receive it. We have submitted a petition to the Chairman of the District People's Committee on this issue, but so far, we have not received any response,” said Ms. Ngoan.

Not only at Le Hong Phong Primary School, but also at some primary and secondary schools in Cu Jut district, Dak Nong province, the assessment of task completion as well as specific bonus estimates for each teacher and staff have been completed by the school. However, when the estimate was submitted, the district People's Committee did not approve it.

Ms. Ng.T.D, a teacher at Le Quy Don Primary School (Nam Dong commune) shared: the school had a meeting and encouraged teachers to wait longer.

Ms. D. said that through research and information from colleagues, she learned that teachers in districts in the province had received bonuses according to Decree 73. Even teachers in neighboring provinces had received bonuses before Tet at a fairly high level, not as low as Cu Jut district.

According to the reporter's investigation, on January 20, 2025, Mr. Nguyen Anh Tu, Chairman of the People's Committee of Cu Jut district, Dak Nong province, signed and issued regulations on implementing the bonus regime for civil servants and public employees in the district according to Decree 73/2024/ND-CP. Based on this regulation, agencies, units and localities under the district have developed regulations to implement the payment of bonuses to civil servants, public employees and workers in accordance with the district's regulations.

The regulation has 3 levels: excellent performance is rewarded with 3 times the basic salary, good performance is 2 times, and task performance is 1 time. However, when the regulation was issued by the District People's Committee, some schools and teachers in the district did not agree to apply it because when compared with some other localities in the province, they found that their "rewards" were lower.

Regarding this, Mr. Nguyen Thanh Nhat, Deputy Head of the Department of Internal Affairs of Cu Jut district, said that when developing the bonus payment regulations according to Decree 73/2024/ND-CP, the unit consulted on building 2 options: paying according to the "basic bonus" level and paying according to the "basic salary" level. "The District People's Committee held a meeting to discuss and collect comments on the draft regulation. After discussing with the members, the District People's Committee agreed to choose option 2, taking the basic salary multiplied by the coefficient (1,2,3) depending on the level of task completion. This creates general unity in the district, regardless of position or work unit, all receive the same bonus according to the level of task completion", Mr. Nhat said.

Speaking more about this, the leader of the Finance - Planning Department of Cu Jut district said that Decree 73 will take effect on July 1, 2024, the district's 2024 budget estimate assigned by the competent authority at the beginning of the year only calculates the salary fund, not including the bonus fund, besides, in 2024, balancing the local budget will face difficulties due to budget deficit, so the budget will be focused on paying the new salary regime according to Decree 73/2024/ND-CP.

In 2025, the District People's Committee has assigned a budget for bonus payments (6 months of 2024 and 2025) to agencies and units under the district of more than 15.8 billion VND (commune level self-guarantees funding from salary reform sources), of which the education sector has 38 schools with nearly 1,300 people, assigned a budget of more than 13.8 billion VND to implement the bonus regime according to Decree 73/2024/ND-CP. Currently, agencies, units, localities, and schools are paying bonuses to cadres, civil servants, public employees, and workers in the district.

The District Finance and Planning Office also said that it was incorrect for teachers to add up the total salary of the school and then take 10%, considering it as the entire bonus they received. Decree 73 stipulates that the bonus amount is within 10% of the salary fund of each unit, but comes with the condition that "there must be a reward regulation".

Regarding the issue of the bonus fund being collected, the leader of the Finance and Planning Department of Cu Jut added that the teachers also had a wrong perception. He cited that the amount of 514 million VND given to Le Hong Phong Primary School was only an estimate. “The estimate is based on the total number of people receiving salaries, and the spending must be based on the actual situation, in accordance with regulations and rules. Teachers who think that the estimate is the total bonus money and must be divided equally is incorrect,” he analyzed.

Discussing further on the above issue, Mr. Nguyen Anh Tu, Chairman of the People's Committee of Cu Jut district, said that he had requested specialized departments to continue working and explaining the bonus payment according to Decree 73 for teachers of schools in the area to understand and implement.
