At the citizen reception on February 29 of Chairman of Hai Duong City People's Committee Tran Ho Dang, Mr. Hoang Van Kha in Nam Dong ward complained that Hai Duong City People's Committee did not direct specialized agencies to allocate land to his family according to Decision No. 663/2002/QD-UB dated August 6, 2002 of Nam Sach District People's Committee, affecting the family's rights.
Following the direction of Chairman of Hai Duong City People's Committee Tran Ho Dang, the City People's Committee has responded to the citizen in writing, and at the same time sent a document requesting guidance from the Provincial People's Committee and the Department of Natural Resources and Environment. By early July 2024, Hai Duong City People's Committee had resolved the petition of Mr. Kha's family.
At the citizen reception of Ninh Giang District Party Secretary Pham Van Khanh and District People's Committee Chairman Phan Nhat Thanh on April 22, Mr. NVA accused Mr. Pham Van Tam in Ung Hoe commune of arbitrarily consolidating 2 plots of land separated by a ditch, pushing the ditch system to another location, affecting the flow. Ninh Giang district leaders directed Ung Hoe commune People's Committee to consider and promptly resolve the petition according to their authority; requested the District People's Council to send officials to supervise the resolution of the commune People's Committee. By early May 2024, the violating household had corrected the violation.
On February 2, comrades: Secretary of Cam Giang District Party Committee Ngo Quang Giap, Chairman of District People's Committee Tran Van Quyet periodically received citizens. 2 citizens in Duc Chinh commune requested to resolve the violations of Mr. Nguyen Van Thuan's household related to the land sector. Cam Giang district leaders assigned the Chairman of Duc Chinh Commune People's Committee to inspect, respond to citizens and report to the Chairman of District People's Committee before February 28.
The People's Committee of Duc Chinh commune quickly investigated and found that Mr. Thuan had illegally encroached and poured concrete on a part of the area in the Cau Ngoai culvert area on the T10 canal. The People's Committee of Duc Chinh commune drew up a record, administratively fined Mr. Thuan, and encouraged him to cut off the violating concrete. By February 19, Mr. Thuan had paid the fine and cut off the violating area.
At the citizen reception of Chairman of Binh Giang District People's Committee Truong Manh Long on August 6, Mr. Vu Xuan Tuu in Thai Duong commune requested the District People's Committee to direct the recovery of the amount of money collected from people for the village's work of more than 35 million VND that the old village chief had not yet handed over after the inventory. The Chairman of Binh Giang District People's Committee assigned the Thai Duong Commune People's Committee to coordinate with the District Finance and Planning Department to organize the collection and management according to regulations before August 15, 2024. By August 14, 2024, the Thai Duong Commune People's Committee had completed the collection.
Improve efficiency and effectiveness
Mr. Nguyen Dang Quang from Hai Tan Ward attended the citizen reception at the Hai Duong City People's Committee Headquarters. Mr. Quang said: “At the citizen receptions at the Hai Duong City Citizen Reception Headquarters, the city leaders were always present on time, asking questions of the people in a friendly atmosphere. When working, the officials always paid attention to listening, taking notes, absorbing, and answering satisfactorily, sympathetically, and reasonably for each issue. For issues that are unclear, require time to investigate, verify, or are not within the authority to resolve... they seriously accepted, responded in writing or requested, and suggested that the competent authority continue to resolve, thereby creating trust and consensus among the people."
Comrade Bui Thi Thuy Nhung, Head of the Citizen Reception Committee of Ninh Giang District, said that after each citizen reception, the chairperson summarizes the number of cases presented by citizens; determines the authority to resolve according to regulations and agrees on the direction of handling each case. The District Citizen Reception Committee also has a written notice of the conclusion, assigning specific tasks to functional agencies and localities to resolve each specific case, and regularly monitors and urges the resolution and response to citizens according to regulations.
Chairman of Binh Giang District People's Committee Truong Manh Long said that along with handling complaints and denunciations, citizen reception plays a very important role, contributing to improving the quality and effectiveness of Party building and the local political system. "Depending on the nature and extent of each case and the actual conditions for resolution, we will determine an appropriate resolution period so that specialized departments and agencies and localities can coordinate and implement a final resolution, not allowing petitions and complaints to drag on," added comrade Truong Manh Long.
According to the assessment of the Hai Duong Provincial Inspectorate, the work of receiving citizens in Hai Duong has recently had positive changes. Many cases have been resolved before and within the time limit under the direction of provincial and district leaders. In fact, there are many cases where citizens, due to limited knowledge of the law, have registered to receive citizens with content that is not appropriate to the competent authority or sector. Officials in charge of receiving citizens are responsible for explaining and guiding citizens in accordance with regulations. Leaders of districts, towns and cities need to strengthen, regularly inspect and supervise the implementation of the work of receiving citizens, handling denunciations and complaints; consider and strictly handle units that do not seriously implement; inspect and supervise the implementation of instructions in the work of receiving citizens.
