Two 4,400 billion VND transport projects in Quang Ngai are behind schedule

TPO - The Dung Quat - Sa Huynh coastal road project and the Hoang Sa - Doc Soi road project with a total investment of 4,400 billion VND are two key traffic projects, creating momentum, space, and opening the way for strong development for Quang Ngai province. However, both projects are currently behind schedule, the main reason being that the handed over land area is still low and not continuous.

The Hoang Sa - Doc Soi road project has a route length of nearly 27km with a total investment of 3,500 billion VND. This is a group A project, a level I traffic project, completely newly invested and built and runs parallel to the east with National Highway 1, passing through 11 communes and towns of Binh Son, Son Tinh districts and Quang Ngai city.

The project is invested by the Quang Ngai Provincial Traffic Construction Investment Project Management Board (referred to as the Project Management Board), with implementation period from 2022-2027.

According to the report of the Project Management Board, regarding the site clearance work of the main route, up to this point, the approved compensation plan has reached 10.1% of the total area.

Land acquisition problems are one of the main reasons why the Dung Quat - Sa Huynh project is behind schedule.

Localities in the project area have handed over more than 32 hectares of land, reaching 19.7% of the total planned area for project implementation. The cumulative construction value reached 10.6% of the construction volume value.

According to the investor, the project's progress is delayed because the handed-over area is still small and not continuous. Currently, the contractor can mainly carry out construction at bridge and culvert locations and precast bridge components and girders, leading to unsatisfactory progress.

“The total capital plan expected to be disbursed in 2025 is over VND964 billion. To ensure disbursement on schedule, it is necessary to speed up the site clearance progress, both contributing to the disbursement of compensation costs and creating conditions for handing over the site to contractors for construction, thereby achieving the value of the work volume and proceeding with disbursement,” the investor informed.

The Dung Quat - Sa Huynh coastal road project, phase IIb, is also a major transport project in Quang Ngai, with a total investment of nearly 900 billion VND, a route length of more than 16km, including 4 sections passing through Binh Son district, Quang Ngai city and Mo Duc district. The project implementation period is 2022-2025.

The construction unit is implementing the construction of the bridge project of Hoang Sa - Doc Soi Road.

Up to this point, the section through Binh Son district has handed over 65% of the land; the section through Quang Ngai city has handed over 71.5%; the section through Mo Duc district has handed over 98%.

Regarding the construction implementation, the section through Binh Son district and Quang Ngai city has achieved 78% of the contract value, the section through Mo Duc district has achieved 57% of the contract value. The implementation progress is delayed, mainly due to the low area of ​​the handed over land, not yet connected, so the progress does not meet the requirements.

High focus on compensation work

At the site inspection on March 20, Chairman of Quang Ngai Provincial People's Committee Nguyen Hoang Giang emphasized that the Dung Quat - Sa Huynh coastal road project and Hoang Sa - Doc Soi road are dynamic traffic axes, creating space and opening the way for strong development for Quang Ngai province. Therefore, localities where the project passes through need to strengthen propaganda work, helping people fully understand the importance of the project, thereby creating consensus and widespread support in the community.

Mr. Giang requested the People's Committee of Binh Son District, Quang Ngai City, the Provincial Land Fund Development Center and the Project Management Board to closely coordinate and focus on compensation and site clearance work to promptly hand over the remaining project site to the construction units. In particular, it is necessary to prioritize removing obstacles, actively mobilizing and propagating so that people can quickly hand over the site, minimizing construction protection.

The Project Management Board is required to direct contractors to take advantage of favorable weather conditions, arrange more manpower and equipment, and create a vibrant construction atmosphere at construction sites, especially in areas where land is available. The goal is to speed up construction progress, ensure quality, and complete projects on schedule as committed.

“The Project Management Board and relevant agencies and units should promote the spirit of “only discussing forward, not backward” to speed up the project progress. Report the progress every 2 weeks to the Provincial People's Committee so that the Provincial People's Committee can monitor, inspect and provide timely instructions to remove difficulties in the implementation of the projects,” Mr. Giang suggested.
