Ministry of Education and Training: Maintaining and improving the quality of education when organizing two-level local government

The Ministry of Education and Training has just issued Official Dispatch No. 1581/BGDĐT-GDPT providing guidance on ensuring the maintenance and improvement of the quality of public education in the context of administrative restructuring.

In Official Dispatch No. 1581/BGDĐT-GDPT, the Ministry of Education and Training requested the Departments of Education and Training of provinces and cities to arrange, mobilize, second and develop the teaching staff when implementing the 2-level local government model.

Previously, on April 7, the Government issued Resolution No. 74/NQ-CP promulgating the Plan to implement the arrangement of administrative units and build a 2-level local government organization model, in which the Ministry of Education and Training was assigned to develop specific instructions to ensure that educational activities take place smoothly, without interruption or quality loss during the transition process.

According to the document, localities need to carefully review the tasks of education management. The division between the provincial and communal levels needs to be clear. Administrative activities related to education must be ensured to be smooth and stable. Avoid any impact that disrupts people, businesses and society.

The Ministry requires assigning specialized tasks such as personnel management, budget, payroll, and job positions to specialized agencies at the provincial level. The Department of Education and Training is the unit in charge of implementation, this is to ensure consistency and avoid division and interruption throughout the system.

Recruitment, mobilization, secondment and development of teaching staff must be carried out centrally at the provincial level. This is the way to effectively handle the local surplus and shortage of teachers, and at the same time, help balance human resources in the entire industry.

The Ministry also emphasized that localities need to assign the focal point for education management to a level with sufficient capacity. Capacity here includes human resources, finance and facilities. Professional tasks must be assigned to the Department of Education and Training. Administrative and management tasks by area can be assigned to the commune level, however, decentralization must be linked with close inspection and supervision, only then can the effectiveness of on-site education be improved.

Pursuant to Conclusion No. 137-KL/TW of the Politburo, commune-level authorities will directly manage kindergartens, primary schools and secondary schools. Educational institutions will remain unchanged and not be reorganized, in order to stabilize the system and avoid unnecessary disruption.

The provincial People's Committee is responsible for issuing specific instructions. At the same time, directing specialized agencies to coordinate the transfer of tasks from the district level to the provincial or commune level in a reasonable manner, without causing disruption.

In addition, the Ministry of Education and Training also requested localities to step up the dissemination of new policies and guidelines. Inspection and examination work must be carried out seriously and regularly, thereby promptly detecting and correcting any problems and violations, if any.
