Ministries and sectors streamline more than 22,300 staff after reorganization and consolidation

According to the report on the situation and results of administrative reform work of ministries, branches and localities in 2024 and the first quarter of 2025 of the Ministry of Home Affairs, the task of reforming the state administrative apparatus has had positive results.

In 2024, the Government and the Prime Minister will continue to direct the acceleration of administrative reform, reorganizing and perfecting the organizational structure towards streamlining and efficiency in the spirit of Resolution No. 18/2017.

In the first quarter of 2025, the National Assembly passed a number of laws and resolutions, especially the Resolution on the organizational structure of the Government, the structure of the number of Government members for the 15th National Assembly term (2021 - 2026) and the completion of 6 positions of Government members (including 2 Deputy Prime Ministers and 4 Ministers).

Accordingly, the organizational structure of the Government for the 2021-2026 term has 17 ministries and branches (including 14 ministries and 3 ministerial-level agencies), a reduction of 5 ministries and branches compared to before, of which 6 new ministries were established and 11 ministries and branches were kept unchanged.

Along with that, the Ministry of Home Affairs has presided over and coordinated with ministries and branches to urgently develop projects and regulations related to the arrangement of ministries, ministerial-level agencies, and government agencies; promptly guiding localities to implement the streamlining of specialized agencies at provincial and district levels.

Regarding the organization within ministries, ministerial-level agencies, and government agencies: Reduce 13/13 general departments and equivalent organizations, reduce 519 departments and equivalent organizations, reduce 219 departments and equivalent organizations, reduce 3,303 sub-departments and equivalent sub-departments, reduce 203 public service units.

In 2024, the results of the reorganization of the state administrative apparatus at all levels in 63 provinces and cities continued to reduce 12 branches, departments and equivalents of specialized agencies under the provincial People's Committee; reduced 29 departments and equivalents under the district People's Committee; accumulated to the end of December 2024, 13 departments and equivalents, 2,613 departments and equivalents at the local level were reduced.

Localities that have done well in organizing the apparatus, promoting decentralization, delegation of authority and staff management include: Hung Yen, Hanoi, Nghe An, Quang Ninh, Dong Nai, Kon Tum, Quang Ngai, An Giang, Hau Giang, Son La, Dak Nong, Ba Ria - Vung Tau...

The result of streamlining the payroll of civil servants and public employees of ministries, branches and localities is a total of 16,149 people (of which ministries and branches are 217 people, localities are 15,932 people).

As a result of the organizational restructuring of ministries, ministerial-level agencies, and government agencies, the number of staff in ministries and branches decreased by about 22,323 people (about 20%).

Ministries, branches and localities have basically used the assigned number of staff, not exceeding the number of staff approved by competent authorities, proactively developed plans to implement the roadmap for streamlining staff in conjunction with restructuring and improving the quality of the staff, civil servants and public employees according to job positions.
