TP - There are more than 500 road bridges in Hanoi. To ensure safety and implement the city's direction, the leaders of the Hanoi Department of Transport are urgently reviewing all existing road bridges for repair or recommendations for repair and upgrade.

Establishing project to repair Chuong Duong bridge

According to the review and report of the Steering Committee for Natural Disaster Prevention, Search and Rescue of Hanoi city, there are dozens of bridges across the river in the city, 9 bridges on the Red River alone. Among them are: Thang Long, Chuong Duong, Vinh Tuy (phase 1 and phase 2), Thanh Tri, Nhat Tan, Vinh Thinh, Long Bien, Viet Tri - Ba Vi. Of these 9 bridges, 2 are considered weak and have the longest lifespan, including: Long Bien bridge, Chuong Duong bridge. "When floods are occurring, to ensure the safety of people and vehicles, and traffic infrastructure, these two bridges need urgent protection and reinforcement plans" - Representative of the Steering Committee for Natural Disaster Prevention, Search and Rescue of Hanoi city said.

Talking to Tien Phong reporter about ensuring safety for Chuong Duong bridge and Long Bien bridge during the flood season, Mr. Tran Huu Bao, Deputy Director of Hanoi Department of Transport said that as soon as the Red River water level rose and reached the alarm level 1, Hanoi Department of Transport had a plan to adjust traffic flow on the bridge. Specifically, the city decided to ban all passenger cars, contract vehicles and trucks from 0.5 tons and up to reduce density and load on the bridge. Therefore, on September 10, only cars, buses and motorbikes were allowed to travel on the bridge, no longer experiencing the high density and congestion of vehicles as in previous days. In the long term, the Department of Transport has a project to inspect and repair the Chuong Duong bridge every 5-10 years.

Assessing the safety level of Chuong Duong Bridge, Mr. Bao affirmed that through many recent inspections and maintenance, technical parameters show that the bridge still ensures its load-bearing capacity, is basically safe and operates normally.

Regarding Long Bien Bridge, Mr. Bao said that this is a bridge managed by Vietnam Railway Corporation. Therefore, the inspection, assessment of safety and repair are the authority of the Ministry of Transport. However, to ensure the safety of people and road vehicles traveling on both sides of the wing road and the infrastructure on the bridge when the flood water is rising, after receiving comments from the Railway Corporation, from 3:00 p.m. on September 10, the City People's Committee approved the Department of Transport and the Police to implement a plan to divert and reorganize traffic here by "closing" the bridge, prohibiting people and vehicles from passing.

Banning boats from operating on many rivers

On the afternoon of September 11, the Hanoi Department of Transport announced that from September 11, boats and ships will be banned from operating on the Day River, Ca Lo River, Yen Stream, Suoi Hai Lake, etc.

Urgent review to repair weak bridges

In response to the unsafety of some bridges on the river, Chairman of the Hanoi People's Committee Tran Sy Thanh recently signed a telegram requesting departments and branches to strengthen control and ensure the safe operation of bridge works in the city. "This must be done immediately and urgently to avoid risks caused by storms and rains," Mr. Thanh directed.

Specifically, the Chairman of Hanoi requested the Chairmen of the People's Committees of districts, towns and cities to urgently organize the review, inspection and assessment of all bridge works in operation in the area under their management responsibility (especially river crossing bridges, pontoon bridges, temporary bridges) to promptly detect and take immediate measures to handle works at risk of unsafe operation. "Based on the actual status of the works and the flood situation, decide to promptly suspend the operation of bridge works that do not ensure or are at risk of traffic safety; at the same time, coordinate with the Hanoi Department of Transport, the City Police and functional forces to ensure traffic flow, guide people to travel safely and conveniently", the telegram requested.

Implementing the direction of the City Chairman, Mr. Tran Huu Bao - Deputy Director of the Hanoi Department of Transport said that in addition to the 9 bridges on the Red River, there are more than 500 other road bridges in the city directly assigned by the city to the Hanoi Department of Transport for management. In addition, in the districts, there is a system of road bridges managed by the locality. With the above 500 bridges, the Department has directed professional units to conduct a comprehensive review, including bridges on the Red River. During the review process, if any weak or degraded bridges are detected, the Department of Transport will carry out urgent repairs. Referring to the plan to repair Chuong Duong Bridge, Mr. Bao said that the Department of Transport reported to the Hanoi People's Committee and was approved by the city. Currently, the department is organizing a bidding to select a design consultant after the basic design step (construction drawing design). The project is expected to be implemented in the period of 2025-2026. "Currently, Chuong Duong bridge still ensures its load-bearing capacity and is basically operating normally," he informed.

According to the management unit of Chuong Duong bridge, the bridge was completed in 1985, crossing the Red River connecting Hoan Kiem and Long Bien districts. This is the first bridge designed and constructed by Vietnamese engineers. Currently, Chuong Duong bridge has about 95,000 vehicles passing through every day, more than 8 times the design. After 40 years of use, the bridge surface and expansion joints have deteriorated rapidly, and regular repair and maintenance work cannot meet the requirements, especially when the traffic volume is large.
