Kinhtedothi - Hanoi People's Committee has issued Decision No. 6809/QD-UBND approving the Hanoi Urban Development Program for the period up to 2035.
Accordingly, the Hanoi Urban Development Program for the period up to 2035 includes a set of tasks, solutions, programs, projects to implement urban development goals of each period, according to the Hanoi Capital Planning for the period 2021-2030, vision to 2050, Adjustment of the Hanoi Capital Master Plan to 2045, vision to 2065.
Hanoi Capital is the political and administrative center, oriented as a "Cultured - Civilized - Modern" City; a place to concentrate, preserve and promote the quintessence of tangible and intangible cultural values; a world-class Capital with the integration of cultural identity values, typical traditional history.
Hanoi Capital is a major center of economy, culture, education and training, science and technology and international integration; a smart, modern, green, clean, beautiful, secure, safe and happy urban area; developing rapidly and sustainably, with a spreading influence to promote regional development. Having an important position in the national urban development strategy; being one of the economic - transaction - tourism and trade centers of Southeast Asia and Asia - Pacific.
The program sets the goal of developing Hanoi into a modern urban area by 2030, a center to support and promote regional connectivity, a comprehensive service center of the country, and an attractive international economic and cultural destination. The urbanization rate will reach 65% - 70%, and the rate of using modern public transport will reach 30%.
By 2045, Hanoi will become a cultural capital, a smart, ecological city, a center of finance, services, science and technology and human resource training, a center for organizing political, economic, cultural, scientific and technological events of Asia and the world. A green and ecological city, with the Red River as a symbol of development. The urbanization rate will reach 75%, and the rate of public transport use will reach 50%.
The program also determines the urban construction land area, the average housing area per capita in the inner city; the average urban green area per capita; the green area for public use in the inner city; the ratio of urban traffic land to urban construction land in the inner city; the ratio of urban wastewater treated to meet technical standards in the inner city...
The preliminary estimate of the total minimum development investment capital forecasted by 2035 is 2,987,303 billion VND. Of which, the total capital for framework infrastructure is 1,273,791 billion VND. Capital for urban upgrading is 1,713,512 billion VND.
Resources for implementation will come from the state budget and mobilized from the private sector. Of which, budget capital will be allocated to key projects and infrastructure development.
Resources mobilized from the private sector will come from facilitating businesses to participate in public investment projects and encouraging the development of small and medium-sized enterprises.
Hanoi will exploit capital support sources from international organizations (ODA) and investment funds; mobilize from commercial banks and financial institutions; encourage cooperation models between the State and the private sector to attract more investment capital for large projects, infrastructure and urban projects.
In addition, Hanoi effectively exploits land assets, implements urban development projects to increase budget revenue from land; encourages investment and development of start-ups and new technology solutions to promote sustainable development; creates conditions for non-governmental organizations and charity funds to participate in developing social and environmental projects.
