On March 11, the Office of the Hanoi People's Committee issued the conclusion of Vice Chairman of the Hanoi People's Committee Duong Duc Tuan at the meeting to deploy tasks on planning and renovating the space of the area east of Hoan Kiem Lake.

Accordingly, the Vice Chairman of the City People's Committee assigned the Department of Finance to urgently advise and propose the establishment of a City Working Group... to implement tasks on planning and renovating the space of the area east of Hoan Kiem Lake. In addition, advise and draft documents of the City People's Committee Party Committee to report to the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee on the policy of implementing the investment project to build a special square - park in the area east of Hoan Kiem Lake.
The leaders of Hanoi City also assigned the Department of Agriculture and Environment to review, systematize, and provide a 1/500 scale topographic map of the area to the People's Committee of Hoan Kiem District and the Institute of Construction Planning to serve the work of planning the Master Plan and architectural plans. In addition, provide information and cadastral records to the People's Committee of Hoan Kiem District to serve the work of inventory, planning compensation, support, and site clearance; advise and propose to the City People's Committee on adjusting planning, land use plans, allocating land use targets, etc. to serve project implementation.
Regarding planning work, Hanoi leaders agreed with the proposal of the Department of Planning and Architecture on the parallel implementation of the projects of Local Adjustment of the Urban Zoning Plan H1-1B (Hoan Kiem Lake area and surrounding areas), scale 1/2000 and the Master Plan of the site at scale 1/500 (Detailed planning according to the shortened process), Architectural plan of the land area east of Hoan Kiem Lake. The selection of consulting units is implemented according to the provisions of Resolution No. 188/2025/QH15 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City (The research area belongs to the TOD area of station C9 - urban railway line No. 2, phase 1, Nam Thang Long - Tran Hung Dao).

Regarding the architectural plan, Hanoi will study the architectural plan in the area east of Hoan Kiem Lake in the direction of becoming a special square - park. In particular, it is necessary to investigate and carefully survey valuable architectural works that need to be preserved, symbolic works, relics (historical revolutionary relic of Uncle Ho visiting the Lamp House, ...) to have a conservation plan, propose appropriate and harmonious use functions in the architectural landscape space of the area.
In addition, according to the leader of Hanoi People's Committee, they will study the planning and organization of underground space in the area east of Hoan Kiem Lake (about 3 basements), connecting the underground space of station C9 - urban railway line No. 2, phase 1 Nam Thang Long - Tran Hung Dao, with appropriate technical solutions for conservation works during the construction of the basement. Along with that, propose the function of using underground space to ensure efficiency, meeting the needs of the people (should study and propose multi-functional use: Public, cultural, service, commercial, infrastructure, etc.).

After completing the architectural plan, assign the Department of Planning and Architecture, the Institute of Construction Planning, and the People's Committee of Hoan Kiem District to collect opinions from organizations, individuals, and residential communities according to regulations (collect opinions once for all 3 projects and plans).
After the planning was approved, the Hanoi People's Committee assigned the Department of Finance, based on the provisions of the Investment Law, to urgently advise the city on separating the work of compensation, support, and resettlement into an independent project, meeting the progress requirements of the city's special key investment project. In addition, urgently advise and propose the City People's Committee to decide on the policy on the Square - Park Construction Investment Project (research in the direction of separating into 2 phases. In which, phase 1: Investing in the construction of the above-ground part of the square - park in the form of public investment; phase 2: Investing in the construction of underground works under the square - park together with the underground works of station C9 - urban railway line No. 2, phase 1 Nam Thang Long - Tran Hung Dao, according to the TOD model).
Regarding the mechanism and policies for site clearance, compensation, support, resettlement and temporary residence arrangement for organizations and households within the scope of the investment project, the City People's Committee clearly stated that for the headquarters of state agencies, the relevant units are assigned to propose locations for new headquarters for the units according to regulations. As for households in the project, the Department of Agriculture and Environment is assigned to research, advise and propose to the City People's Committee to apply the highest compensation mechanism and policy for people, and arrange resettlement by land (in Dong Anh district) for cases eligible for compensation for residential land.
"Assign the Department of Construction to study, review, and propose temporary housing arrangements for households (while waiting for resettlement land allocation) and sell resettlement houses to cases that do not meet the conditions for resettlement by land to stabilize their lives when implementing site clearance" - Vice Chairman Duong Duc Tuan concluded and assigned the People's Committee of Dong Anh district to urgently review and report to the City People's Committee on the land fund of about 100 hectares to serve resettlement work.
Previously, the leader of the Hanoi People's Committee said that in order to plan and organize the architectural landscape space of Dong Kinh Nghia Thuc Square, Hanoi will demolish the "Shark Jaw" building and relocate some agency headquarters.
