Hanoi faces risk of flooding due to double impact of storms and floods

Implementing the inter-reservoir operation process on the Red River basin in Decision No. 740/QD-TTg of the Prime Minister, from 8:00 p.m. last night (September 4), Hoa Binh Hydropower Company opened one bottom spillway gate; Tuyen Quang Hydropower Company also opened the second bottom spillway gate.

Previously, Thac Ba Hydropower Joint Stock Company opened two floodgates under the order of the Minister of Agriculture and Rural Development. So far, all three large hydropower reservoirs in the Red River basin are increasing flood discharge. This has caused the water flow to the downstream of the Red River to increase rapidly.

Director of the National Center for Hydro-Meteorological Forecasting Mai Van Khiem said that storm No. 3 is continuing to move westward, traveling 10-15km per hour and is likely to get stronger. It is forecasted that on the afternoon of September 7, storm No. 3 will approach the mainland provinces from Quang Ninh to Ninh Binh.

Worryingly, due to the impact of storm No. 3, there will be rain in the Northern region starting from September 7. Although the specific rainfall amount still needs to be monitored in the next bulletins, the risk of heavy rain and flooding after storm No. 3 in Hanoi and other localities in the Northern region is very high.

There is a risk of flooding in low-lying areas and residential areas along the Bui and Tich rivers, especially in the districts of Chuong My and Quoc Oai...

Ready to evacuate people

Faced with the complicated developments of storm No. 3, the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Hanoi City has sent an official dispatch to departments, branches, and People's Committees of districts, towns, and cities to direct the implementation of early and remote response solutions.

Deputy Head of the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Soc Son District, Do Minh Tuan, said that based on the weather and natural disaster situation, the locality has proactively reviewed and is ready to deploy plans and solutions to respond to natural disasters according to the "4 on-site" motto.

Along with Soc Son district, localities also focus on plans to prevent and combat flooding in the inner and outer city. Focus on instructing people to reinforce their houses, trim trees; especially plans to ensure safety for infrastructure systems, dikes, irrigation works, and natural disaster prevention...

In the recently issued Official Dispatch No. 10/CD-UBND, Chairman of Hanoi People's Committee Tran Sy Thanh emphasized the risks from storm No. 3, and at the same time requested departments, branches, People's Committees of districts, towns to seriously and effectively implement the directions and instructions of the Central Government and Hanoi City in natural disaster prevention, control and search and rescue.

In the coming hours, Chairman of Hanoi People's Committee Tran Sy Thanh requested units to continue to closely monitor warning bulletins, forecasts and developments of weather and natural disasters to promptly and regularly notify and guide authorities at all levels and people to proactively prevent and avoid.

Along with strengthening the safety inspection of infrastructure systems to promptly detect potential risks, Chairman of the Hanoi People's Committee Tran Sy Thanh requested localities to be ready to evacuate and have plans to ensure safety for people in dangerous areas. In particular, special attention should be paid to districts that are regularly and directly affected by forest floods, flash floods, and landslides such as: Ba Vi, Soc Son, Thach That, Quoc Oai, Chuong My, and My Duc.

 

Emphasizing that storm No. 3 is a very strong storm, Minister of Agriculture and Rural Development Le Minh Hoan requested that localities in the Northern region (including Hanoi) absolutely not be subjective, and at the same time need to be most proactive in response work to minimize damage to people and property of the People and the State.
