The incident is complicated.
In recent years, the Bui River through Chuong My district has frequently recorded dike incidents. Recently, the right-hand Bui dike section through the communes of Tan Tien, Hoang Van Thu, Tot Dong, Thuy Xuan Tien, Hong Phong has been eroded with a total length of more than 875m.
9 locations on the Bui 2 dike route through the communes of Hoang Van Thu, Nam Phuong Tien, and Tan Tien of Chuong My district recently recorded landslides of the dike slope, dike body, and dike surface cracks, with a total length of about 600m.
On the left bank of the Day River from K63+740 to K64+530 in Van Dinh town (Ung Hoa district), recently, authorities also recorded riverbank erosion and cracks in houses. Initial assessment is that the incident is affecting the safety of 20 households living along the river.
Also on the Day River system, at the upstream dike slope of the right bank, in the range from K8+500 to K8+600, from K15+480 to K15+600, from K18+000 to K18+150 in the communes of Sai Son, Dong Quang, Tan Hoa (Quoc Oai district), landslides have also been recorded recently.
Recent survey results by the Hanoi Department of Irrigation and Disaster Prevention and Control show that the incidents of landslides, dike body collapses, and dike surface cracks on the right dike of Bui and Bui 2 (Chuong My district), or the upstream slope of the right dike of Day (Quoc Oai district) are all developing in width, depth, and length.
If these incidents are not promptly controlled, they can pose a risk to the safety of the Bui and Day river dykes. In particular, they directly affect the safety of people and vehicles participating in traffic as well as the lives of households living along the river in the landslide area.
Complete urgent treatment in 2025
Faced with the complicated developments of dike incidents, the authorities of Chuong My and Quoc Oai districts have organized the first hour of handling according to the "4 on-site" motto; implementing appropriate reinforcement measures to minimize the development of incidents.
Localities have also widely announced the emergency situation; maintained warnings and measures to ensure safety for dikes, people and property of people living along the river, people and vehicles participating in traffic on the dike in the landslide area.
According to Nguyen Duy Du, Head of the Hanoi Department of Irrigation and Disaster Prevention, based on the survey and assessment of the situation, the unit has sent a report to the Hanoi Department of Agriculture and Rural Development to ask for direction from the Hanoi People's Committee on urgent handling of incidents on the Bui and Day River systems.
Based on the proposals of the departments, the Hanoi People's Committee has declared a state of emergency and issued two orders: to build a project to "Emergencyly handle and overcome the landslide situation of the right bank of the Day dike in Quoc Oai district" in the communes of Sai Son, Dong Quang, Tan Hoa (Quoc Oai district), and to build an emergency project to prevent landslides on the left bank of the Day river from K63+740 to K64+530 of the left bank of the Day dike in Van Dinh town (Ung Hoa district).
Representatives of the People's Committees of Chuong My and Quoc Oai districts said that they are currently focusing on coordinating with the Department of Agriculture and Rural Development and related departments to complete investment and construction procedures to soon construct works to urgently handle dike incidents; striving to complete in 2025 in accordance with the direction of the Hanoi People's Committee.
Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen has just signed Decision No. 5867/QD-UBND approving the project to renovate and upgrade the left and right dykes of Bui and Day in Chuong My district. The project has a total investment of 460 billion VND; the implementation period is from 2024 to 2027. The goal of the project is to gradually upgrade the left dyke of Bui, renovate and repair the road surface of the right dyke of Day to proactively respond to flood water overflowing the dyke surface, ensure flood and storm prevention and control, and at the same time solidify the dyke surface combined with traffic routes to serve travel and socio-economic development...
