On November 22 , the Department of Dyke Management and Disaster Prevention and Control (Ministry of Agriculture and Rural Development) held a conference of Chairmen of the People's Committees at district level in provinces and cities with dykes from level III to special level. Damage many times more than in 2023
According to the Department of Dyke Management and Natural Disaster Prevention and Control, in 2024, natural disasters in our country will be very severe and extreme with many types of natural disasters in all regions of the country. To date, there have been 9 storms, 1 tropical depression, 232 heavy rains, inundations, floods, flash floods, landslides; many thunderstorms, earthquakes, strong winds, and big waves at sea.
Statistics show that up to now, natural disasters have caused 513 deaths and missing people, with total economic losses estimated at over VND 84,900 billion; far exceeding the losses caused by natural disasters in 2023 (the year natural disasters caused 169 deaths and missing people, with losses of VND 9,324 billion).
Regarding the dike system, in general, ministries and localities have recorded and promptly handled more than 800 dike incidents. Thanks to that, the safety of the dike system, especially dikes from level III to special level, has been maintained.
To achieve this result, according to the Director of the Department of Dyke Management and Natural Disaster Prevention and Control, Pham Duc Luan, in directing, operating, responding to, and protecting the dikes, the Chairman of the People's Committee at the district level plays a very important role. This is demonstrated from directing the People's Committee at the commune level to organize forces to patrol and guard the dikes to mobilizing forces, materials, means, and organizing the handling of dike incidents.
However, along with the achieved results, the representative of the Department of Dyke Management and Natural Disaster Prevention and Control acknowledged that there are still shortcomings and limitations in dike protection and incident handling. Notably, the assessment of the current status and identification of key areas of dikes are not yet close to reality; patrolling and guarding work in some localities is still negligent; skills and experience in handling incidents and dike protection of the response force are still limited...
Need to continue to pay attention to investment
According to Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep, the types of natural disasters in 2024, especially the impact of the recent storm No. 3, show that places that well implement the direction and warnings on natural disaster prevention and control by competent authorities will minimize damage very well.
“The recent floods also revealed many problems, so it is necessary to recalculate the warning water levels of rivers with dikes; calculate the handling of dike incidents systematically and pay attention to investing appropriately in the dike system…” - Deputy Minister Nguyen Hoang Hiep added.
The Deputy Minister of Agriculture and Rural Development also pointed out some lessons for the Chairmen of the People's Committees at the district level. He emphasized the need to have correct, complete and responsible awareness of natural disaster prevention and control and ensuring the safety of the dike system. At the same time, it is necessary to develop good response scenarios to ensure that there are no unexpected situations.
At the conference on November 22, the Chairmen of the District People's Committees and specialized agencies of 21 provinces and cities discussed, gave opinions and agreed on a number of key solutions to ensure dike safety in the coming time.
The key task is to urgently conduct a general inspection, review and evaluate the current status of dike works in the area to update and supplement key locations and develop protection plans that are close to reality. Strengthen inspection and handling of violations of dike laws.
The Ministry of Agriculture and Rural Development also requested provinces and cities to direct districts and communes along the dikes to strengthen propaganda, disseminate laws, and raise public awareness to proactively and actively implement natural disaster prevention and protection of the dike system. At the same time, pay attention to investing in upgrading the dike system to ensure flood protection requirements according to the design frequency, and improve the ability to withstand large, long-term floods.
