According to statistics from the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Rural Development), due to the impact of heavy rain, many localities have recorded relatively large damages. In particular, in Thua Thien Hue, 2 people were injured due to landslides entering their houses.
Several provincial roads (1, 2, 3, 5, 8A, 12B, 12D, 15B, 19) were flooded, affecting people's travel, especially in Thua Thien Hue. Meanwhile, in Quang Nam, authorities also recorded 25 landslides.
To limit human losses caused by floods, the provinces in the Central region have proactively evacuated a total of 312 households with 1,030 people from areas at risk of landslides and deep flooding to safe shelters. Of which, Thua Thien Hue: 174 households/507 people; Quang Nam: 138 households/523 people.
Proactive response, damage reduction
According to the National Center for Hydro-Meteorological Forecasting, from the night of November 25 to November 26, 2024, the area from Quang Tri to Da Nang will continue to have moderate to heavy rain, locally over 300mm. Particularly, Thua Thien Hue has places over 400mm; Ha Tinh, Quang Binh has places over 250mm; Quang Nam, Quang Ngai has places over 100mm.
From November 27 to 28, 2024, the area from Quang Tri to Phu Yen will have over 300mm of rain in some places. Prolonged rain increases the risk of flooding. Damage in the central regions is expected to increase in the coming days.
To proactively respond to the developments of heavy rain, the risk of flash floods, landslides, floods, and inundation, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep said that the Ministry has issued an urgent dispatch requesting the People's Committees of provinces, cities and ministries and branches to focus on implementing response measures.
The key task is to continue to closely monitor forecasts and warnings of heavy rain, floods, flash floods, and landslides; thereby providing timely and complete information to authorities at all levels and people to proactively prevent, respond, and minimize damage.
The Ministry of Agriculture and Rural Development also requested that the Central localities deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, and areas at high risk of flooding, flash floods, and landslides to proactively organize the relocation and evacuation of people to safe places. Ensure the safety of reservoirs and downstream areas; proactively operate reservoirs to ensure flood capacity according to regulations.
In addition, organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water areas, areas where landslides have occurred or are at risk of landslides. At the same time, prepare forces and means for rescue when required.
Due to the impact of prolonged heavy rains, in the provinces of the Central and Central Highlands regions, there are currently a total of 21 hydroelectric reservoirs and 9 irrigation reservoirs being operated by the Ministry of Industry and Trade and the Ministry of Agriculture and Rural Development to regulate the spillway to ensure safety for the lakes, dams and downstream areas.
