According to the investigation of the People's Representative Newspaper reporter, the project to renovate and embellish the small cemetery park of Uy No commune was approved by the People's Committee of Uy No commune and selected the contractor to implement it, Thai Hung Production and Trade Service Joint Stock Company (Thai Hung Company).

Thai Hung Production and Trade Service Joint Stock Company is located at Ngoai Hamlet, Uy No Commune, Dong Anh District, Hanoi City, with Nguyen Thanh Trung as the legal representative. The current registered charter capital is 40 billion VND. The list of founding shareholders includes: Dang Thi Thoi, Tran Thi Thuy Ha, Nguyen Thanh Trung.

According to local residents, the site leveling process for the cemetery park project in Uy No commune (Dong Anh district) is taking place with many unusual signs. Instead of using sand, soil or standard materials, this project is being leveled with piles of broken bricks and excess concrete scattered at the site. There are even signs that the unit did not separate the organic soil layer before leveling, raising concerns about the quality of the project after completion.

Locals say this is a serious problem that could affect the safety and longevity of the structure. Uncontrolled landfill material sources could lead to subsidence over time, directly affecting infrastructure and public spaces.

Using construction waste for land filling not only affects the urban landscape but also leads to environmental pollution risks. Waste from old constructions may contain toxic chemicals, heavy metals or pollutants, negatively affecting groundwater and the local ecosystem, a resident said.

On that basis, the People's Representative Newspaper reporter contacted the Uy No Commune People's Committee to schedule a meeting and is currently waiting for a response from this unit.

Winning 3 consecutive bid packages in Uy No commune with "super low" savings rate

According to bidding data, Thai Hung Company has recently won 3 consecutive bid packages with Uy No Commune People's Committee as the investor and the inviting party.

Specifically, on the same day, December 11, 2024, Mr. Hoang Dinh Sang - Chairman of Uy No Commune People's Committee signed 2 decisions approving the selection of contractors.

Accordingly, Decision No. 1320/QD-UBND approved the construction package of the project: Renovation and improvement of alleys in Ngoai village, Uy No commune. Thai Hung Company won the bid as an independent company, the winning bid price was 7,033,770,000 VND, compared to the package price of 7,047,277,000 VND, the winning bid price saved 13,507,000 VND (equivalent to saving about 0.2%) for the state budget.

Decision No. 1319/QD-UBND approving the selection of contractors for the construction package of the project: Renovation and upgrading of roads and drainage systems in Ngoai and Trong villages, Uy No commune. Thai Hung Company won the bid as an independent company, with the winning bid price of VND 11,813,843,000, compared to the bid package price of VND 11,821,856,000, the winning bid price saved VND 8,013,000 (equivalent to a saving of about 0.06%) for the state budget.

Then on February 14, 2025, Mr. Hoang Dinh Sang signed the decision to select a contractor online for the construction package, part of the KHLCNT contractor selection plan for the project: Renovation and embellishment of the Uy No commune cemetery park.

Thai Hung Company won the bid as an independent company, the winning bid price was 13,495,715,000 VND, compared to the bid package price of 13,501,651,000 VND, the winning bid price saved 5,936,000 VND (equivalent to saving about 0.04%) for the state budget.

The People's Representative Newspaper will continue to monitor the actual construction quality of the above projects and inform readers and voters nationwide.
