In the current era of technology explosion, promoting digital transformation is an inevitable trend, an important factor contributing to promoting rapid and sustainable socio-economic development. The increasing presence of smart villages and hamlets in Vinh Phuc province is a clear demonstration of the importance of the province's digital transformation.

Changes in the "digital village"

Known as the "digital village" in Vinh Tuong district, since promoting the application of information technology, the daily life of people in Yen Trinh village, Vu Di commune has had many positive changes. Since being guided by the Community Technology Team to make online payments, transactions are processed anytime, anywhere via smartphones. People also have access to many other utilities such as scanning QR codes, using VneID, VssID accounts... to handle administrative procedures. Currently, Yen Trinh village has 2 public activity points installed with high-speed Internet and integrated free wifi to serve people's information lookup needs. In addition, security cameras have been installed on all main roads of the village and at the village Cultural House. The percentage of adults in the village using smartphones in payment transactions is more than 80%.

In Vu Di village, Vu Di commune, integrating digital transformation into the new rural construction program has contributed to changing production methods, liberating labor, reducing costs and improving productivity and product quality. The entire Vu Di village currently has over 580 households with nearly 1,700 people, of which 70% of the people are engaged in agricultural production, aiming for high-tech agriculture. The way Vu Di people approach technology and apply it to daily life is also natural and familiar, similar to the way the Village Development Board propagates to each house. Thanks to that, the "People know, people discuss, people do, people check and people enjoy" becomes clear and substantial right from the villages and hamlets.

Village head Nguyen Thi Tinh said that the village's community digital technology team has updated Zalo and Facebook pages to connect villagers, which are also communication channels between the village's Executive Board and the villagers. "Currently, the Steering Committee for Building a Smart Village Model in Vu Di village is guiding individual production and business households to register to participate in e-commerce trading floors to connect, promote and introduce products. 100% of villagers have electronic medical records; over 96% of adults use smartphones with many integrated applications; over 80% of adults have online payment accounts to pay for essential services. The village has completed the installation of security camera systems on main roads to manage social order and safety and a lighting system using digital technology to turn on and off automatically," Ms. Tinh happily said.

It can be seen that actively promoting digital transformation to each village and hamlet has created "digital villages" connecting the community, helping people master technology, narrowing the digital gap between rural and urban areas, contributing to bringing the New Rural Development Program into more depth and substance. Up to now, the whole Vinh Phuc province has 34 villages meeting the smart village standards; 1,240 Community Technology Teams and Project 06, with 9,880 members.

Building digital government to serve people and businesses

In 2025, Vinh Phuc strives to build 11 more smart villages. To achieve the goal, the province continues to promote communication, raise awareness and digital skills so that digital technology can penetrate every hamlet, bringing practical benefits to both the government and people in rural areas; deploy training programs on digital transformation for commune and village officials and people. At the same time, pay attention to investing in upgrading information technology infrastructure for communes according to the application roadmap and implementing digital transformation, meeting the requirements for handling administrative procedures of people and businesses...

Along with the development of the digital economy and digital society, Vinh Phuc identifies the construction of digital government as one of the three top priority pillars in the digital transformation process. The province continues to deploy shared application software, ensuring the completion of the goals in Resolution No. 17 of the Government, Decision No. 749 of the Prime Minister; effectively manage and operate the province's integrated platform system, sharing common data to serve the connection of the national e-Government platform; integrate the province's shared applications, services and databases into the system. At the same time, connect and integrate the province's shared systems with centralized electronic payment gateways built by central ministries and branches...

Up to now, the Vinh Phuc province's shared, integrated platform has been installed and operated at the province's data center, established and connected to the National Document Interconnection Axis, the National Centralized Payment Portal and nearly 20 information systems and databases of central and local agencies. The Vinh Phuc province's administrative procedure settlement information system has completed the feature of digitizing records, connecting to the electronic data management warehouse of organizations and individuals on the National Public Service Portal and deploying the connection of the province's administrative procedure settlement information system with 23 information systems and devices. In addition, the document management and operation system has been deployed synchronously in terms of technology on the same platform for 100% of Party and State agencies with nearly 1,000 units from the provincial to the communal level and nearly 11,000 user accounts; has connected with the Central Party Office, the Government Office and ministries and branches through the National Document Interconnection Axis, ensuring the integration of digital signatures specialized for Government public services.
