The Hanoi People's Committee has just submitted a draft resolution stipulating fines for a number of administrative violations in the field of road traffic in the city.
Hanoi proposes to punish many acts with fines twice as high as Decree 168.
Accordingly, the city plans to increase the fine by 1.5-2 times compared to Decree 168/2024 for 107 violations in the field of road traffic in Hanoi. The application period is from July 2025.
Notably, some violations have new penalties increased to tens of millions of dong.

The Capital Law 2024, which took effect on January 1, allows the Hanoi People's Council to set fines no more than twice as high as those set by the Government for certain administrative violations in road traffic.
The purpose of Hanoi's proposal is to reduce traffic accidents and congestion, and gradually build a traffic culture.
