Ha Long City speaks out about building 2 cultural houses for nearly 13 billion VND in a ward

The Troi 2 Cultural House, Hoanh Bo Ward, Ha Long City has just been inaugurated and put into use.

"Investing in a system of cultural houses in Ha Long City ensures cultural institutions serving the neighborhood with places for meetings and activities.

The issue of mobilizing voluntary contributions from people is to purchase necessary equipment to serve the people themselves every time the neighborhood organizes meetings or organizes cultural, artistic, and sports events...

"All socialized resources are collected and spent publicly, transparently, with full documents and closely monitored by the community," Ms. Huong informed.

Regarding the above issue, in an exchange with reporters, Mr. Tran Doan Tuan, Secretary of the Hoanh Bo Ward Party Committee, said: In early January 2025, the locality organized the inauguration and installation of a signboard to welcome the 25th Ward Party Congress for the 2025-2030 term for the cultural houses in Troi 2 and Troi 5 areas.

Accordingly, the cultural house in Troi 5 area has a total planning area of ​​2,266m2, the construction area of ​​the cultural house is 323m2, and the scale is 1 floor.

The construction project includes a conference room with a capacity of about 190 people, a stage, a warehouse and a restroom, along with a corridor system, electrical system, water works, trees in the campus and surrounding walls.

This is a grade III civil work, with a usage period of 20 - 50 years, with a total construction cost of over 6.43 billion VND from the Ha Long City budget supplemented for Hoanh Bo ward in the period 2024-2025.

The Troi 2 cultural house is invested with a total planning area of ​​2,277m2. Of which, the construction area of ​​the cultural house is 316.8m2, with a scale of 1 floor, the main hall can accommodate about 168 seats.

The project also includes many other synchronous items such as a parking lot, sports field, green space, sanitary facilities, etc. The total construction cost is over 6.57 billion VND from the Ha Long City budget allocated to the locality.

Infrastructure at the cultural house of Troi 2 area is invested synchronously.

The goal of building these two new cultural houses is to meet the needs of community activities, cultural, artistic and sports activities for residents in Troi 2 and Troi 5 areas.

Regarding the mixed public opinion on mobilizing social resources to purchase equipment for the cultural houses in Troi 2 and Troi 5 areas, the leader of the Hoanh Bo Ward Party Committee said: Both neighborhoods have a lot of households, but the cultural houses were invested in a long time ago, have degraded, and do not meet the needs of the neighborhood, so they need to be rebuilt.

The letter calling on people to contribute funds to buy equipment inside the cultural house is in accordance with the resolution on investment, renovation and upgrading of infrastructure in residential areas and urban areas formed before 2005 in the wards of Ha Long City.

"That is the spirit of the State and the people working together and letting the people enjoy. Specifically, the State invests in cultural houses, and local people contribute according to their ability to buy equipment inside to serve community activities and serve themselves.

This is a normal thing in many localities and neighborhoods when building public works," said Mr. Tuan.

In Troi 5 area, after receiving the cultural house, the neighborhood leaders organized a campaign to mobilize people to contribute to buy equipment. In this neighborhood, there are more than 420 households, each household was mobilized to contribute 300,000 VND.

However, some households did not agree, so at present, the neighborhood has only received over 100 million VND in contributions from the people. After receiving the donations, the neighborhood has arranged to buy about 30 tables, more than 100 chairs, speakers, fans, connect a 3-phase electrical system and receive a TV donated by a household...

From the support of the people, the neighborhoods bought tables, chairs and some equipment to serve community activities.

"It is completely legitimate for the leaders of the two neighborhoods to mobilize people to support the cultural house to serve the people in the neighborhood.

The support is also voluntary and for the community. All purchases after receipt are discussed publicly by the neighborhood and clearly spent.

It is inevitable that public opinion will have conflicting opinions. However, basically, those who support the artifacts and donate money to support the cultural house have no opinions at all," Mr. Tuan affirmed.
