Implement well the 2 Codes of Conduct of Hanoi City
The conference was organized by the Hanoi Party Committee's Propaganda and Mass Mobilization Department in coordination with the Hanoi Journalists Association and the Tuoi Tre Thu Do Newspaper to clarify the role of the press and media in building elegant and civilized Hanoians; orienting cultural development strategies. At the same time, it discussed solutions to innovate content and propaganda methods in line with the trend of the digital age.
Speaking at the Conference, Mr. Nguyen Huy Cuong, Deputy Head of the Propaganda and Mass Mobilization Department of the Hanoi Party Committee, said that the implementation of the two Codes of Conduct, especially public conduct, has not had strong changes.
However, in terms of awareness, some Party committees and authorities, especially the leaders, still underestimate the cultural values and human values of Hanoi in developing all aspects of social life; still focus on economic values, not paying attention to cultural and human factors in building and implementing socio-economic development plans and projects.
Along with that, the state of ideological and moral degradation, especially among a number of cadres and party members, has not been prevented or pushed back, threatening to erode the elegant and gallant beauty of Hanoians, limiting the spirit of dedication and devotion to building the capital.
According to MSc. Nguyen Ngoc Thanh, Director, Head of the People's Electronic Department of Nhan Dan Newspaper, it is not by chance that Hanoi is determined and takes the lead in building and implementing the "Code of Conduct in Public Places in Hanoi".
And after 7 years of implementation in all 30 districts, towns and cities of Hanoi, there have been clear changes. The slogans “Give up your seat to the elderly, children and pregnant women” on buses, the stone benches around Hoan Kiem Lake and West Lake are no longer occupied by some individuals to sell drinks, civilized and polite behavior at cultural relics… are spread everywhere, maintained regularly and long-term to form habits in the daily behavior of Hanoians.
“Obviously, the formation, construction, orientation of cultural standards, and good implementation of codes of conduct are long-term and complicated tasks. To be successful, there must be the synchronous participation of many ministries, branches, and organizations, including the press force nationwide. The press contributes to spreading cultural behaviors widely, creating an effect of honoring and following good cultural values in the community, in the family, and in the whole society...”, Mr. Nguyen Ngoc Thanh emphasized.
Need to develop technology
From another perspective, Mr. Phung Cong Suong, Editor-in-Chief of Tien Phong newspaper, raised the issue that Hanoi's administrative boundaries have expanded. When we accept a strong Hanoi, an open Hanoi, we can accept a Hanoi that is very culturally diverse.
The role of the press is to propagate, educate, orient, even evaluate and criticize, in which it is necessary to strengthen propaganda and education to change behavior. If we choose a place to build the culture of Hanoians in the future, we need to focus on propaganda and education in families and schools.
From behavior in the family to behavior in society and then communication with the public including words, speech, behavior... all of that is part of the structure that creates the cultural characteristics of Hanoi people.
Regarding the dissemination of images and values of elegant Hanoians on digital platforms such as social networks, mobile applications of press agencies, celebrities or citizens, journalist Dong Manh Hung, Head of the Secretariat, Voice of Vietnam, expressed: “Communication on the press has achieved wide coverage, but the content of some press products is not really attractive and has not kept up with the changes of the public, especially the youth. Currently, on social networks, there are many pages about Hanoi. These pages share little information about elegant Hanoians but many images of ugly Hanoians, causing confusion among the public.”
Therefore, Mr. Hung believes that press agencies must take advantage of digital platforms more, and need to create strong social media channels to spread the beauty of Hanoi culture and overcome negative information.
Sharing the same view, journalist Nguyen Anh Vu, Editor-in-Chief of Van Hoa newspaper, affirmed: “Press agencies need to develop technology and multi-platforms to better disseminate standards of cultural behavior, promote good behavior, and at the same time reflect deviant behavior. For a long time, good behavior has been weakly disseminated, but bad behavior has been very strongly disseminated on social networks.”
According to Mr. Nguyen Anh Vu, in the value system, Hanoi people cannot escape from the value system of Vietnamese people, and more broadly, the national value system. The value system of Hanoi people and the value system of Vietnamese people have things in common but also have differences that create the "quality" of Hanoi people. The different qualities of Hanoi people are the sophistication and gentleness in lifestyle, cuisine, behavior, etc.
However, in reality, there has been some mixing and that “essence” is gradually disappearing, which cannot be blamed on immigration from other localities. Therefore, first of all, the press and media need to focus on propagating and popularizing cultural standards, setting examples of good people, and behaving in a cultured manner in the community; criticizing and condemning uncivilized behavior…
The dedicated opinions of managers, press and media experts, culturalists, etc. have contributed creative and practical solutions for the press and media to promote their mission in building elegant and civilized Hanoians.
