On the evening of May 14, at Tam Chuc National Tourist Area, Ba Sao town, Kim Bang district, the Provincial Party Committee, People's Council, and People's Committee of Ha Nam province solemnly held the opening ceremony of Ha Nam Culture - Tourism Week 2023 and the Vietnam - Japan Traditional Art Exchange Program to celebrate the 50th anniversary of the establishment of Vietnam - Japan diplomatic relations. National Assembly Chairman Vuong Dinh Hue attended.
Also attending were members of the Party Central Committee: Bui Van Cuong, General Secretary, Head of the National Assembly Office; Le Quang Huy, Head of the National Assembly's Committee on Science, Technology and Environment; Vu Hai Ha, Head of the National Assembly's Committee on Foreign Affairs; Nguyen Chi Dung, Minister of Planning and Investment; representatives of leaders of Central Committees, ministries, branches and agencies; representatives of leaders of the People's Committees of Nam Dinh and Ninh Binh provinces; leaders of enterprises and economic groups investing in Ha Nam; leaders of the Departments of Culture, Sports and Tourism of provinces in the region.
International delegates included Mr. YAMADA Takio, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam; representatives of the Embassies of India, Sri Lanka, and Indonesia in Vietnam; Ms. Miki Nozawa, Head of Education, UNESCO representative in Vietnam.

The program is divided into three main parts, part I takes place from 7:00 p.m. to 8:00 p.m., with the contents of the Opening Ceremony of Ha Nam Culture and Tourism Week 2023 with the theme "Ha Nam - Connecting Journey" and the program of traditional art performances between Vietnam and Japan in response to the 50th anniversary of the establishment of diplomatic relations between Vietnam and Japan; Performance of traditional Japanese Kyogen comedies.
Part II from 8:00 p.m. to 9:30 p.m., broadcast live on VTV2, Vietnam Television, includes the ceremony to announce and receive the Prime Minister's Decision recognizing the Tien Noi I Bronze Drum (Ha Nam Provincial Museum) and Giau Pagoda Stele (Dinh Xa Commune, Phu Ly City) as National Treasures; the Decision of the Minister of Culture, Sports and Tourism on 4 historical and cultural relics and scenic spots as national relics, including: Lat Son Base Historical Relic, Thanh Son Commune, Kim Bang District; Bat Canh Son Scenic Relic, Tuong Linh Commune, Kim Bang District; Tam Chuc Scenic Complex, Ba Sao Town, Kim Bang District; Nam Cao Tomb and Memorial Historical Relic, Hoa Hau Commune, Ly Nhan District.
The art program with the theme “Pride of Ha Nam” has 5 chapters: “There is a Ha Nam like that”, “Cultural exchange”, “Pilgrimage route”, “Tam Chuc – Spiritual eco-tourism area” and “Fragrance of Ha Nam”. Part III is fireworks to celebrate the event at Thuy Dinh area, Tam Chuc tourist area.
Speaking at the ceremony, comrade Truong Quoc Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation, on behalf of the Provincial Party Committee, People's Council, People's Committee, and Provincial Fatherland Front Committee, sent greetings and deep thanks to the leaders of the Central Government, provinces, cities, people and domestic and foreign tourists who attended the opening ceremony of the Ha Nam Culture - Tourism Week 2023. Affirming: Ha Nam is a land with a rich history and culture with a huge and valuable treasure of tangible and intangible cultural heritage bearing the identity of the Northern Delta region. With nearly 2,000 relics of all kinds, including 02 special national relics, 95 relics ranked at the national level and 133 relics at the provincial level; 03 national treasures; 12 typical intangible cultural heritages recorded in the list of national intangible cultural heritages; Over 100 traditional festivals, 40 traditional craft villages... Ha Nam has been and is continuing to accelerate the progress of completing the adjustment of the master plan and approving the functional zoning plan of tourist destinations. In the field of foreign affairs and investment promotion, Ha Nam has promoted cooperation with localities and organizations of many countries, typically Japan. Ha Nam considers investment cooperation with Japan as one of the important tasks to mobilize all resources and promote the socio-economic development of the province.
Chairman of the Provincial People's Committee Truong Quoc Huy emphasized: "We hope that organizing large-scale, quality events will not only promote and attract tourists, but also create opportunities for investors to learn about, exploit, and invest in tourism development in Ha Nam. In the solemn atmosphere of the ceremony, Mr. YA-MA-DA Ta-ki-o, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam expressed his gratitude for attending the opening ceremony of the Ha Nam Culture and Tourism Week. Speaking at the opening ceremony, Mr. YA-MA-DA Ta-ki-o affirmed: "This year, Japan and Vietnam celebrate the 50th anniversary of establishing diplomatic relations. The relationship between the two countries is assessed to be at its best ever and has an unprecedentedly strong connection in all fields. One of the localities that has become a model for the Japan-Vietnam friendly cooperation is Ha Nam province. Ha Nam province has clearly stated and seriously implemented 10 commitments to attract investment from Japanese enterprises. Thanks to that, many Japanese enterprises have been operating in a favorable investment environment. Today's event is also a testament to the good and strong cooperative relationship between Vietnam and Japan".
Referring to the diplomatic culture of the two countries and peoples through the traditional art performance Kyogen, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam YA-MA-DA Ta-ki-ô said: Kyogen is a type of comedy first born in Japan with a 650-year history. The performance can bring laughter to many Vietnamese audiences because our two countries have similarities in humor. Laughter is a basic element in national culture. Has the mutual "sympathy and understanding" in laughter also contributed to the strong development of Japan-Vietnam relations? Through today's traditional comedy performance Kyogen, I hope you can once again discover the depth of the cultural connection between Japan and Vietnam."
Ha Nam Culture - Tourism Week 2023 is held for the first time after more than 26 years of re-establishment of the province with dozens of events to promote activities to introduce, promote and promote tourism investment; practically celebrate the 50th anniversary of Vietnam - Japan diplomatic relations (September 21, 1973 - September 21, 2023). Within the framework of Ha Nam Culture - Tourism Week 2023, many events will become highlights, attracting domestic and foreign tourists such as: National art festivals, provincial art and culture festivals held at the Provincial Cultural House; Exhibition of typical antiques; Sacombank cross-country race for community health; Dragon boat racing - Tam Chuc Festival for the first time...
Before the opening ceremony tonight, in the afternoon of the same day, National Assembly Chairman Vuong Dinh Hue and Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam attended the incense offering ceremony, bell tower inauguration and commemorative tree planting at Tam Chuc Pagoda.
In the sacred atmosphere towards the 2567th Buddha's Birthday, delegates, Buddhist dignitaries, Buddhists and numerous tourists respectfully offered incense to pray for peace and prosperity of the two countries and peoples of Vietnam and Japan; prayed for world peace and the 50th anniversary of the good diplomatic relationship between the two countries and peoples.
