Ha Long is a coastal city on the shore of a world heritage site.
Heritage urban areas are understood as human settlements made up of components such as: Environment, landscape, natural resources adapted and exploited by humans to create urban environments. In that sense, establishing an effective symbiotic conservation management and action system is mandatory for the World Heritage Ha Long Bay, closely linked to Ha Long City.
Ha Long has many advantages because it is a city on the shore of heritage, a tourist city associated with the characteristics of indigenous heritage, not only with marine cultural heritage, mining workers' cultural heritage but also with the cultural heritage of ethnic groups after the administrative boundaries of Hoanh Bo district were merged. In recent years, Ha Long has achieved significant achievements in socio-economic development, exploiting tourism potential and improving the quality of people's lives. However, there are still some limitations that need to be addressed to ensure sustainable development in the future.
Dr. and architect Pham Thi Nham, Deputy Director of the National Institute of Urban and Rural Planning, Ministry of Construction, said that coastal urban development is posing great challenges for heritage cities, of which Ha Long is a typical example. As a world natural heritage recognized by UNESCO, Ha Long Bay is not only outstanding for its majestic natural beauty but also plays an important role in the heritage economic development strategy.
However, rapid urbanization and pressure on tourism development have degraded sensitive ecological areas, increasing the risk of “concreting” coastal spaces. In this context, the idea of “from Green Bay to Green City” is considered a breakthrough solution, not only promoting heritage protection and environmental conservation but also promoting a green economic model, improving the quality of life of residents and attracting international tourists.
According to Dr. Pham Thi Nham, in the coming time, Ha Long City needs to create coastal green corridors such as: Developing soft embankments and coastal parks, creating coastal walking routes to encourage tourists and residents to interact with natural spaces. At the same time, planning a "Model Green Neighborhood" integrating public green spaces, developing carbon-free urban areas...

To build a heritage city, according to Dr. Ha Huy Ngoc, Vietnam Economic Institute, Ha Long needs to orientate the connection of world heritage with heritages in Quang Ninh province. Bringing tourists visiting the World Natural Heritage of Ha Long Bay to the natural and cultural heritages of Quang Ninh is considered the mission and responsibility of the province's leading tourist destination.
In this connection, Ha Long Bay is taken as the center connecting with other tourist poles in the province, such as: Mong Cai, Van Don, Co To, Uong Bi, Binh Lieu, Ba Che. At the same time, building unique and attractive tourism programs and tourism products with high connectivity focusing on Ha Long Bay heritage, exploiting and promoting the values of the heritage effectively and sustainably, while spreading the value of destinations in the province.
In addition, Ha Long needs to connect with heritage sites in localities in the province, such as Mong Cai City, Uong Bi, Dong Trieu, Van Don District, Binh Lieu... in building unique tourism products with high connectivity, minimizing seasonality in tourism. The construction of heritage cities also helps promote the role of Ha Long City as the political, economic, cultural and social center of the province, the center of the Northern coastal region and the Northern key economic region, a service city, international sea tourism on the shore of the heritage - world natural wonder of Ha Long Bay.
