Removing difficulties and obstacles, creating favorable conditions to promote Binh Thuan's development

To facilitate economic development, Binh Thuan recently continued to request the Government's working group to review and support the removal of some difficulties and obstacles in the locality.

In the first 7 months of 2023, Binh Thuan's economy recorded positive growth in all 3 pillars: Industry - Tourism - Agriculture, with the GRDP growth rate in the first half of this year reaching 7.76% (ranked 11th out of 63 provinces and cities). In addition, the locality also focused resources on accelerating the implementation of key projects of the province and the progress of traffic works in the area... However, the actual situation also shows that the locality is currently facing many difficulties and obstacles and needs to be considered and supported by ministries, branches and central agencies to resolve. Because the province's production - business and export activities are still facing difficulties, stemming from the continuous decline in orders, causing many businesses to operate at a standstill. Budget revenue also decreased compared to the same period in 2022, partly due to the slow revenue from land use conversion and land lease activities due to difficulties in determining specific land prices to fulfill financial obligations...

Therefore, at the online meeting between the Government's working group and Binh Thuan (chaired by Minister of Transport Nguyen Van Thang) at the end of July 2023, local leaders continued to propose a number of newly arising issues. Regarding planning, the Prime Minister recently issued a Decision to adjust the Planning for exploration, exploitation, processing and use of titanium minerals in Decision No. 1546. However, the decision to delimit the titanium mineral reserve area in Decision No. 645 has not been considered for adjustment by the Prime Minister. Therefore, Binh Thuan requested the Working Group to recommend the Prime Minister to soon consider adjusting Decision No. 645, in which it is important to adjust a part of the area out of the reserve area according to the proposal of the Provincial People's Committee... Regarding the Land Use Planning of Binh Thuan province for the period 2021 - 2030, with a vision to 2050, it is also requested that the Ministry of Natural Resources and Environment soon report and submit to the Prime Minister for approval of recommendations on adjusting land use indicators in the locality. Regarding legal procedures related to land, Binh Thuan hopes to soon remove obstacles in determining specific land prices (mainly applying land price determination methods) for local implementation.

Regarding socio-economic infrastructure, Binh Thuan proposed that the Ministry of Planning and Investment consider and support additional central budget capital for the province to implement the anti-erosion embankment project, protecting the northern coast of Phu Quy island. Along with that is the project to build a freshwater reservoir and upgrade and renovate the water supply system of Phu Quy district, the provincial road DT.711 project connecting the expressway with the coastal road according to the direction of the Prime Minister... As for the Ministry of Transport, it is recommended to pay attention and consider early investment in building an overpass on National Highway 1A through the intersection between the access road to Phan Thiet - Dau Giay Expressway and National Highway 1A (at Km 1717+593). In addition, it is necessary to build a right-turning branch line in the direction of Dau Giay - Phan Thiet before reaching Ba Bau intersection to ensure that the flow of vehicles exiting the expressway does not conflict with the flow of vehicles entering the expressway to Ho Chi Minh City.

On this occasion, the People's Committee of Binh Thuan province also proposed that the Ministry of Industry and Trade direct relevant units to support local enterprises in participating in exhibitions and fairs, market research activities. Or participating in cooperation, association and trade connection programs, promoting the purchase and consumption of dragon fruit products and OCOP products of Binh Thuan. On the other hand, it is also interested in supporting the promotion of the export of dragon fruit products through official channels, especially official exports through the Chinese market and penetrating potential markets such as Europe, the US, etc.

According to the provincial People's Committee leader, the attention, support and guidance for localities to gradually remove difficulties and obstacles will create conditions for Binh Thuan to move towards completing the socio-economic development goals as set out.
