Possessing a diverse and rich cultural treasure, Thanh Hoa is known as a unique “heritage land” crystallized from the cultural quintessence of 7 ethnic groups. These cultural values ​​are increasingly expanding, affirming their own value, becoming the driving force for comprehensive development of the locality. Therefore, preserving, promoting and honoring traditional cultural values ​​is inevitable, implemented regularly, long-term and persistently.

On the occasion of Vietnamese Ethnic Culture Day: Preserving, promoting and honoring traditional cultural values Traditional cultural values ​​of ethnic groups are performed and honored at the Thanh Hoa Province Ethnic Culture Festival.

In order to preserve, promote and honor the traditional cultural values ​​of the ethnic communities, Thanh Hoa province has issued many mechanisms and policies on culture. In particular, after the Prime Minister issued Decision No. 1668/QD-TTg on November 17, 2008, taking April 19 every year as the "Vietnam Ethnic Culture Day", the work of preserving and promoting the cultural values ​​of ethnic groups in the province has been increasingly focused on. In particular, the work of preserving and promoting key cultural relics; restoring and embellishing cultural relics that are seriously degraded; preserving and promoting intangible cultural heritage associated with tourism development has been regularly implemented.

This has been demonstrated by the fact that more and more relics are restored and protected; many traditional cultural forms are restored. And more than that, many heritages are honored and reach national level. This result is the joint efforts of the entire political system and the consensus of the people in preserving and promoting the traditional cultural values ​​of ethnic groups. In recent years, Thanh Hoa province has issued many conclusions, resolutions, and plans that have contributed significantly to the work of preserving and promoting the value of cultural heritage in the province. Typical examples include: Project to preserve and promote traditional costumes of ethnic minorities in Vietnam in the current period; Project to preserve, promote and develop the language, writing, costumes, and traditional occupations of ethnic minorities in Thanh Hoa province until 2030; "Program to improve the cultural quality of Thanh Hoa province in the period of 2021-2025"... In particular, in 2023, the Department of Culture, Sports and Tourism issued guidelines for implementing the management, protection and promotion of the value of historical - cultural relics, scenic spots, and festivals at relics in the province to remove difficulties and obstacles in the management, protection and promotion of the value of historical - cultural relics, scenic spots, and festivals.

At the same time, the culture, sports and tourism sector has coordinated with localities and units to organize cultural and artistic activities and programs, to teach traditional cultural values, and to implement heritages in a systematic and large-scale manner. Every year, the culture, sports and tourism sector has organized training courses on methods of preserving traditional costumes of ethnic minorities; implemented training activities under the Project "Cultural and artistic activities program serving remote, border, island and ethnic minority areas for the period 2021-2030"; and provided training on the content of preserving, restoring and promoting the values ​​of folk songs, folk dances and folk music. Through training courses, the culture, sports and tourism sector has guided and accompanied the community in restoring, collecting and exploiting traditional festivals, folk songs, folk dances, games, performances, languages, writings... of ethnic groups. Many intangible cultural values ​​have had strong vitality in the community, becoming characteristics of the nation and locality such as Pon Pong festival, gongs, lullabies (Ngoc Lac), Xuan Pha plays (Tho Xuan), Ngu tro Vien Khe (Dong Son), Cheo (Hoang Hoa, Vinh Loc, Quang Xuong).

Identifying the people as an important subject in preserving and promoting traditional culture, along with organizing training courses to raise awareness and practical skills of cultural forms for the people, the culture, sports and tourism sector has organized festivals, performances and ceremonies throughout the province. Festivals and performances have become "fertile ground" for intangible cultural values ​​and heritages to reach out and shine. A typical example is the Thanh Hoa ethnic cultural festival held every two years, with the participation of hundreds of actors, artisans, musicians, actors of mass art troupes, traditional art clubs, and folk art in the province. The Thanh Hoa ethnic cultural festival has become a cultural meeting place of Thanh, a place to connect ethnic groups and honor the cultural values ​​of ethnic groups. At the same time, to affirm and honor ethnic culture, the province has encouraged units and localities to organize/participate in festivals, exchanges, and cultural festivals of ethnic groups organized by the Ministry of Culture, Sports and Tourism, the province, and localities. From there, creating a "living ground" for ethnic cultural forms, contributing to spreading the colorful traditional cultural values ​​of ethnic groups in Thanh Hoa province...

In the trend of integration and development, building an advanced culture imbued with national identity becomes a "strength" for cultural integration, becoming a task and a challenge for each locality and each ethnic group. Therefore, preserving, promoting and honoring national cultural values ​​is a top priority and strategic task that needs to be implemented correctly and accurately. To carry out that task, Thanh Hoa province will continue to build and implement mechanisms and policies, attract resources to build and develop Thanh Hoa culture and people to meet the requirements of rapid and sustainable development of the province and the country in the spirit of Resolution No. 58-NQ/TW, dated August 5, 2020 of the Politburo on building and developing Thanh Hoa province to 2030, with a vision to 2045.
