Many proud achievements

In 2023, the education sector will have many large and meaningful activities as well as important achievements. The highlight is the 10-year milestone of the entire sector implementing Resolution 29/NQ-TW on fundamental and comprehensive innovation in education and training; evaluating the implementation of the 2018 General Education Program to serve the supervision work of the National Assembly Standing Committee on innovation of general education programs and textbooks.

Also in 2023, for the first time, the Ministry of Education and Training organized 6 regional socio-economic conferences on education and training development; from there, 6 action plans were issued to identify tasks and solutions for education and training development for each region.

Notably, in 2023, Minister of Education and Training Nguyen Kim Son will meet online with teachers, lecturers, managers, and staff at preschool, general education, continuing education, and higher education levels across the country.

Many activities demonstrate the efforts and determination of the Ministry of Education and Training towards the team, caring for and developing the teaching staff with specific and practical results. Notably, the removal of the professional title promotion exam and the consideration of promotion were supported by teachers; the Government issued a Resolution assigning the Ministry of Education and Training to coordinate with ministries and branches to submit to the National Assembly for promulgation of the Law on Teachers. The high school graduation exam plan for the first batch of students studying the 2018 General Education Program was also announced.

Moreover, the education system has made a strong shift from focusing on theory and practice to comprehensively developing learners' qualities and abilities. The implementation of the 2018 General Education Program has initially made positive changes, creating initiative and creativity for teachers, students and schools.

Over the years, we have implemented it very seriously and the quality of education has improved significantly, shifting from content-based to competency-based. The Ministry of Education and Training's choice of the high school graduation exam format has clearly shown the mark of innovation. The two basic subjects of Math and Literature and two optional subjects help candidates have the opportunity to add combinations suitable to their abilities.

Innovation in higher education associated with increased autonomy creates new motivation, contributing to improving the quality of human resource training. In particular, a number of Vietnamese universities have been ranked among the best in Asia and the world. The team of teachers and basic education managers has been standardized, gradually ensuring quantity, initially meeting the requirements of innovation. However, there are still many difficulties and challenges for the education sector such as the team of teachers, facilities...

According to National Assembly Deputy Pham Van Hoa, Deputy Head of the National Assembly Delegation of Dong Thap Province, in 2023, the education sector made many efforts in the fundamental and comprehensive innovation process with encouraging bright spots. However, the education sector still has a lot of "unfinished" work, many outstanding issues that have existed for many years need to be adjusted such as the issue of extra teaching and learning, overcharging, school violence, etc.

Teachers must "transform"

On December 25, 2023, Deputy Prime Minister Tran Hong Ha signed and issued Directive No. 32/CT-TTg of the Prime Minister on continuing to promote fundamental and comprehensive innovation in general education. In particular, the Ministry of Education and Training is required to summarize the implementation of innovation in general education programs and textbooks in 2018, on that basis, propose a plan and report to the Government to submit to the National Assembly on the organization of compiling a set of textbooks according to the provisions of Resolution No. 88 in 2025.

The Education and Training sector is implementing a fundamental, comprehensive, unprecedented innovation for all levels of education from preschool to university, focusing on implementing extensive innovation for general education. Specifically, implementing the 2018 General Education Program. To successfully carry out this task, it is necessary to implement many different factors, in which the teaching force plays a decisive role.

The Ministry identifies the development of the teaching staff as an important factor, a sustainable foundation, deciding all successes of education and training. The education sector is still striving to improve its position and develop the teaching staff in both quantity and quality. It can be said that innovation is both an opportunity and a challenge for teachers, so that each teacher can change himself/herself, be creative, equip himself/herself as well as accumulate new knowledge and skills.

When all gaps in science and technology are narrowed, young people have more opportunities to learn. To successfully transform digital education, it must start with people. Therefore, teachers must "transform" and change to meet the professional requirements of the new era. It must also be recognized that teachers themselves face many difficulties and pressures from expertise to income. Many teachers are still not ready for innovation, slow to change, slow to adapt. It takes time for teachers to understand their mission in the innovation process. The mindset of "studying what you take on the test" creates no small amount of pressure for teachers. In the process of fundamental and comprehensive innovation in education, it is necessary to start with innovation in educational goals. From there, comprehensively develop the capacity and qualities of learners.

In recent times, the education sector has made many innovations in both quality and quantity, and the teaching staff has been very creative in teaching. The Ministry of Education and Training as well as all levels and sectors have taken care to help the teaching staff feel secure in devoting their heart and effort to improving their professional capacity, such as salary reform, amending some articles to recruit and manage civil servants, or promulgating the Law on Teachers. Policies and salaries for teachers have been paid more attention and improved. The education sector has made many efforts in building and renovating schools, creating the best conditions for teaching and learning for teachers and students in many places. Assessment in teaching and learning has also had many positive changes, and negative issues in exams are gradually being improved.

According to many experts, education is in an era where all gaps are gradually narrowing. The important thing is how to encourage and value lifelong learning, so that all students have equal access to digital opportunities. How to eliminate "uniform" education, rigidity, which is harmful to education; thereby creating creative, adaptive and competitive people who can compete successfully in the new era.

At the same time, the hope for the happy school model is replicated, bringing happiness to both teachers and students; so that violence will no longer occur in schools. Teachers' lives are increasingly improved and enhanced so that teachers can feel secure in their teaching work, because "practice is the key to virtue".
