On July 8, Comrade Phan Dinh Trac, Politburo member, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission, Deputy Head of the Standing Committee of the Central Steering Committee on Anti-Corruption and Negative Practices chaired an online conference to review the first 6 months of 2024 on the activities of the Steering Committee for Anti-Corruption and Negative Practices of provinces and cities.
At Ninh Binh bridge, the conference was attended by comrade Le Huu Quy, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee, Deputy Head of the Provincial Steering Committee for Anti-Corruption and Negativity; members of the Steering Committee and representatives of a number of provincial departments and branches.
According to the report at the conference, in the first 6 months of the year, the activities of the Provincial Steering Committees have had many clear changes; the activities have become increasingly systematic, methodical and effective. The Steering Committees have focused on directing the strengthening of inspection, supervision and audit work, improving the effectiveness of coordination between functional agencies in detecting and handling corruption and negativity; both directing the strict handling of many corruption and negativity cases, especially complicated, prolonged cases with difficulties and obstacles; and proactively detecting, prosecuting, investigating and strictly handling a number of new cases and incidents related to violations that occurred in previous years and newly arising violations.
Accordingly, the Steering Committees have reviewed and put 74 cases and 33 complicated corruption and negative incidents that have attracted public attention in the area under monitoring and direction; directed the handling of 35 cases of heads and deputy heads of agencies and organizations that allowed corruption and negative incidents to occur; prosecuted 73 cases/64 defendants for crimes of corruption and negative incidents in the non-state sector.
Through inspection, supervision and examination, 63 cases/57 subjects of corruption and negativity were discovered; Party committees and Inspection Committees at all levels with authority have disciplined 949 party organizations/1,120 party members for violating things party members are not allowed to do and related to corruption and negativity; transferred 124 cases with signs of crime to the investigation agency for investigation and handling according to the provisions of law. In addition, many localities have directed strict implementation of regulations on handling cadres after being disciplined, as a result, 168 cadres have been considered for removal from party positions, assigned to other jobs, and dismissed from positions.
Along with directing functional sectors, provincial Steering Committees directly conducted 123 inspections and supervisions, issued 128 conclusions and recommendations through inspections and supervisions; received and processed 1,528 petitions, and transferred 640 complaints, denunciations, and reflections on corruption and negativity to competent agencies for settlement.
The conference listened to the leaders of the Central Internal Affairs Commission thoroughly grasp the content of Regulation No. 132-QD/TW dated October 27, 2023 of the Politburo on controlling power, preventing and combating corruption and negativity in investigation, prosecution, trial and execution of sentences.
At the conference, representatives of the Steering Committees of provinces and cities discussed and evaluated more clearly the results of activities in the first 6 months of the year, pointed out the shortcomings, limitations, causes and proposed many key tasks in the last 6 months of the year.
Concluding the conference, Comrade Phan Dinh Trac, Politburo member, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission, Deputy Head of the Standing Committee of the Central Steering Committee on anti-corruption and anti-negativity acknowledged, highly appreciated and commended the achievements of the Steering Committees of provinces and cities in the first 6 months of 2024. Pointing out the shortcomings and limitations, he requested that in the last 6 months of the year, the Steering Committees of localities continue to direct and effectively implement the Politburo's guiding documents on anti-corruption and anti-negativity work in conjunction with implementing policies on Party building and rectification, setting examples, combating ideological and political degradation, lifestyle ethics, "self-evolution", "self-transformation" among cadres and Party members.
At the same time, direct the completion of the preliminary and final review of the implementation of the Politburo's Directives on strengthening the Party's leadership in the protection of those who detect, denounce, and fight against corruption, waste, and negativity; in the work of receiving citizens, handling complaints and denunciations; and in law enforcement agencies in the investigation and handling of cases and incidents.
Continue to promote the work of inspection, supervision, auditing, focusing on areas prone to corruption and negativity, specialized areas, prominent and urgent issues of public concern. Focus on leading and directing the work of detecting and handling corruption and negativity, speeding up the investigation and handling of corruption and negativity cases and incidents in localities, especially cases and incidents under the supervision and direction of the Provincial Steering Committee and the Central Steering Committee assigned to localities for handling. Improve the effectiveness of supervision by elected representative agencies, the Vietnam Fatherland Front, socio-political organizations, the People and the press on the work of preventing and combating corruption and negativity...
