Vice Chairman of the City People's Committee Nguyen Trong Dong has just signed and issued Decision No. 241/QD-UBND dated January 14, 2025 on allowing Vietnam Exhibition Fair Center Joint Stock Company to adjust the name of the land user, extend land use, and change the purpose of use of 68,382.9 m2 of land at 148 Giang Vo, Giang Vo Ward, Ba Dinh District to implement the project of Mixed Complex of Trade, Service and Cultural Center.
Accordingly, the name of the land user in Decision No. 654/QD-UBND dated January 30, 2011 and Decision No. 5454/QD-UBND dated November 23, 2012 of the City People's Committee is adjusted from Vietnam Exhibition Fair Center One Member Co., Ltd. to Vietnam Exhibition Fair Center Joint Stock Company; at the same time, the land use term for Vietnam Exhibition Fair Center Joint Stock Company is extended as follows: The land use term is extended from January 30, 2018 (the land lease expiration date according to Decision No. 5454/QD-UBND dated November 23, 2012 of the City People's Committee) until the City People's Committee signs the Decision to change the land use purpose.
Allow Vietnam Exhibition Fair Center Joint Stock Company to change the purpose of using 68,382.9 m2 of extended land to commercial and service purposes to implement the project of Mixed-use Complex of Trade, Service and Cultural Centers according to Decision approving the investment policy and simultaneously approving the investor No. 6452/QD-UBND dated December 17, 2024.
The location and boundaries of the land area for project implementation are determined in the 1/500 scale Land Use Master Plan Drawing prepared by Viet Architecture Joint Stock Company, confirmed by the Department of Planning and Architecture in accordance with Decision No. 3696/QD UBND dated July 16, 2024 of the City People's Committee and the Area Notice dated December 19, 2024 of the Department of Natural Resources and Environment.
Of the total 68,382.9 m2 of land, there are 40,435.2 m2 of mixed-use land combining commercial service area, office business, including: land plots HH-01, HH-02, TM-01, TM-02, TM 03, CX-01, GT2, below which 4 basements are built; land plots TM-04 to TM-08. Form of land use: The State leases land and collects land rent once for the entire lease term; The land lease term is 50 years from the date of signing the land lease decision.
8,814.5 m2 of land for Inter-level School at the land plot coded GD. Land use form: The State leases land and collects annual land rent; Land lease term is 50 years from the date of signing the land lease decision.
19,133.2 m2 of green and traffic land. The State allocates land without collecting land use fees. The investor is responsible for synchronously constructing technical infrastructure and handing it over to the local government for management and common use in the city according to regulations, details include: 3,744.6 m2 of green landscape land in plots with symbols CX-02, CX 03, CX-04; 105.0 m2 of urban green land in plots with symbols CXĐT; 15,283.6 m2 of traffic land in plots with symbols GT1, GT3, GT4, GT5.
The City People's Committee assigned Vietnam Exhibition Fair Center Joint Stock Company to be responsible for using the leased land area within the boundary and in accordance with regulations; locating the construction works in accordance with the approved planning and construction permit; implementing the investment project in accordance with the provisions of the law on land, investment, construction, environment and regulations of the City People's Committee.
