Nearly 98% of primary schools in Hanoi use digital report cards, twice as many as in other provinces.

The above information was just given at the Conference on Summary of the pilot digital report card for primary schools and launching its implementation at the secondary level, organized by the Hanoi Department of Education and Training on August 12.

Hanoi is one of 10 provinces and cities selected by the Ministry of Education and Training to pilot the implementation of Digital Citizenship Skills Education in the coming time.

Pilot requirement 50%, exceeded target by nearly 100%

According to Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, as of June 24, the city had nearly 28,000 teachers and school staff equipped with digital signatures. Digital signatures are one of the first requirements for implementing digital transcripts.

By the end of July, nearly 98% of schools in Hanoi had implemented digital report cards at the primary level, leading the country. The remaining percentage is a number of students who have not completed their tasks, continue to practice during the summer, and will complete the digital signature after receiving additional training results; some students in international schools, students whose parents have not yet issued personal identification numbers.

Last April, 100% of primary schools in Hanoi were fully equipped with computers connected to the internet, with staff to operate the specialized education management system and the education and training database; 100% of teachers and staff of schools can participate in using the specialized education information management system, ensuring that student data is "correct, sufficient, clean, and alive". Many districts in Hanoi have 100% of primary schools applying and using digital student records.

According to the Department of Education and Training of Bac Tu Liem district, currently 18 public primary schools and 6 private schools in the area have participated in the digital report card. The Department of Education and Training has set up a separate phone number to receive and promptly answer questions from schools in the implementation of the digital report card.

Although training has been implemented, according to the leader of the Department of Education and Training of this district, through the implementation process, teachers' skills in using the software are still difficult.

Mr. Do Toan Thang, Head of the Department of Education and Training of Thach That district, said that by the end of December 2023, 100% of kindergartens and primary schools in the area had been granted digital signatures for staff and teachers in the area. Currently, 100% of primary schools in Thach That have deployed digital report cards from grades 1 to 4.

In Hoang Mai district, 99.88% of schools in the area currently implement digital transcripts, with 34,660 students from grades 1 to 4.

Remove immediately, no need to wait for documents

However, according to the Hanoi Department of Education and Training, the issuance of personal digital signatures for teachers and staff in private schools is still difficult and problematic. There are costs for digital signatures, infrastructure, storage and operation of the digital student record data system.

Teachers must use their personal phones and devices to install digital signature management software, so some phones are not compatible with the software, requiring upgrading or replacing the device. Some teaching units still have to pay for the cost of maintaining the digital signature service themselves.

At the conference, the Director of the Hanoi Department of Education and Training also presented 3 lessons learned and 6 recommendations related to digital transcripts. Of which, the important thing is the cost of storing digital transcripts: Digital transcripts must also be stored and maintained permanently in the online environment; it is recommended that Hanoi City provide financial support for educational institutions to store digital transcripts.

According to Mr. Thai Van Tai, Director of the Department of Primary Education, Ministry of Education and Training, since its launch, the Steering Committee for the pilot implementation of digital report cards of the Ministry of Education and Training has required localities across the country to pilot about 50% of schools, but Hanoi has exceeded the target, implementing it in nearly 100% of schools.

As of July 5, 18 Departments of Education and Training nationwide have sent digital student transcript reports to the Ministry of Education and Training's Digital Student Transcript Warehouse.

In addition to the achieved results, some localities still face difficulties in the implementation process in stages and directive documents. Some difficulties in the actual implementation process have caused infrastructure investment, management and supervision mechanisms, communication and propaganda work to not meet the requirements.

According to the Director of the Department of Primary Education, the use of digital report cards increases transparency and systematization of data, and saves money as teachers and schools across the country do not have to print millions of report cards. This cost savings can be used to invest in other educational goals.

In the coming time, localities will promote to parents about the implementation of digital report cards at the primary level to avoid confusion; increase the participation of schools in the non-public education system.

Regarding the 3 lessons learned and 6 recommendations related to digital transcripts that the Hanoi Department of Education and Training put forward, at the Conference, Mr. Ha Minh Hai, Vice Chairman of the City People's Committee, said that with the benefits that digital transcripts bring, it is not necessary to wait for documents, the city will quickly resolve the recommendations related to digital transformation that the capital's education sector has put forward.
