According to the report at the working session, Huyen Tung Industrial Cluster, Bac Kan city was established under Decision No. 2240/QD-UBND dated November 13, 2019, with an area of ​​over 13 hectares, with a total investment of 97 billion VND. The industrial cluster's technical infrastructure project has been implemented since August 2021 and will be completed by the end of 2024. Currently, technical infrastructure items such as traffic systems, water supply and drainage, and wastewater treatment have reached more than 90% of the workload. Chung Jye Bac Kan - Vietnam Shoe Manufacturing Co., Ltd. has received the entire land area of ​​Huyen Tung Industrial Cluster to deploy the construction of a factory to produce and process footwear for export. According to the report, the factory has completed about 90% of the construction progress and is expected to come into operation in the second quarter of 2025. However, businesses still have some problems related to procedures for granting land use right certificates and investment incentives.

Vang Muoi Industrial Cluster was established under Decision No. 1747/QD-UBND dated September 21, 2021, with an area of ​​15 hectares and a total investment of VND 149 billion. The technical infrastructure project was implemented from 2022 and is expected to be completed in 2025. Currently, the leveling items have reached 90% of the volume, the traffic and drainage systems have reached 27%. However, site clearance is still facing difficulties because some households have not agreed on the compensation and resettlement plan.

At the meeting, Standing Vice Chairman of the Provincial People's Committee Dinh Quang Tuyen said that Bac Kan province is considering allocating capital to invest in the construction and upgrading of the traffic system connecting to Huyen Tung Industrial Cluster to ensure synchronization and effective connection with other industrial clusters established in the city, as well as when the Bac Kan Export Shoe, Sandal and Sole Manufacturing and Processing Factory comes into operation. The Standing Vice Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment and the Provincial Tax Department to provide specific and detailed instructions on procedures related to land use right certificates, land tax prices, and investment incentives for the City People's Committee and Chung Jye Bac Kan - Vietnam Shoe Manufacturing Co., Ltd.

At the meeting, Provincial Party Secretary Hoang Duy Chinh highly appreciated the efforts of relevant units in implementing the projects. He requested the Provincial People's Committee and departments and branches to continue supporting investors in removing difficulties, especially issues related to land procedures, investment incentives and labor recruitment. Localities should speed up site clearance and soon complete infrastructure to attract more businesses to invest.

The Provincial Party Secretary emphasized that the development of industrial clusters will contribute to promoting the local economy and creating jobs for people; therefore, there needs to be close coordination between all levels and sectors to ensure the progress and quality of projects.

Particularly for the Vang Muoi Industrial Cluster, the Provincial Party Secretary requested the Na Ri District People's Committee, the Project Management Board and related units to coordinate closely, have specific plans to support people in relocation, and soon complete the handover of land to enterprises to implement projects in the industrial cluster./.
