Promoting administrative reform, creating a foundation for building e-government

According to the report of the City People's Committee, in recent years, with the regular attention and direction of the City Party Committee and People's Council, the city's administrative reform and digital transformation work has closely followed the set goals and tasks, with close and synchronous assignment and coordination between agencies, units and the People's Committees of wards and communes; the sense of responsibility in organizing the implementation of administrative reform of agencies and each cadre, civil servant and public employee has many positive changes. From there, the goals and tasks have been promptly implemented to ensure the set progress and achieved many important results.

The application of electronic one-stop software and online public services in receiving and handling administrative procedures (AP) for organizations and individuals is seriously implemented at the city's One-stop Department and the People's Committees of wards and communes.

100% of cadres and civil servants are granted digital signatures according to regulations. The rate of organizations and individuals regularly using email in work is over 90%; the rate of adult population with smartphones is 80%, the rate of households with broadband fiber optic cable is 72%; 10/10 wards and communes effectively maintain electronic information portals to provide information to people.

In addition, the City continues to deploy digital social platforms and digital citizens to add more utilities for people to use such as: Tay Ninh Smart application, free digital signatures for people when participating in online administrative procedures, and 1022 on-site reflection application.

The Education sector deploys software in the smart education ecosystem such as vnEdu Teacher and vnEdu Connect applications to support teachers and parents in updating information and interacting between schools, families and society. The City People's Committee regularly focuses on and directs the strengthening of information security.

The members of the monitoring delegation exchanged, discussed, and contributed many ideas for the specialized agencies and leaders of the City People's Committee to explain and clarify further such as: administrative procedure review; facilities, equipment, network infrastructure serving digital transformation; database synchronization between software; results of coordination with Viettel Tay Ninh to deploy digital transformation solutions, cashless payments, etc.

Concluding the working session, Ms. Ho Tuyet Huynh Mai - Vice Chairman of the City People's Council, Head of the monitoring delegation highly appreciated the leadership and management role of the City People's Committee in implementing administrative reform and building e-government in recent times, achieving many outstanding results according to the set programs and plans.

At the same time, the City People's Committee is requested to review the report, each content according to the report outline needs to clearly state the difficulties and limitations, thereby proposing specific recommendations for the delegation to easily synthesize. In the general assessment, it is necessary to state the impact of promoting administrative reform on the lives of people and businesses as well as making an important contribution to socio-economic development, towards the city's common goal of building an e-government.

The head of the monitoring delegation also requested the City People's Committee to absorb the opinions of the delegation members, supplement and complete the report as a basis for the delegation to synthesize and report to the Standing Committee of the City People's Council to submit to the City People's Council meeting for consideration and proposal of solutions to further promote administrative reform work associated with the construction of e-government in the city in the coming time.
