Improve the quality of mass mobilization work of the political system

In February 2022, the Provincial Party Standing Committee issued Directive No. 15-CT/TU on improving the quality of mass mobilization work in Bac Kan province to strengthen and innovate mass mobilization work in the spirit of the Resolution of the 13th National Party Congress, Resolution of the 12th Provincial Party Congress on improving the quality of mass mobilization work of the political system. With the issuance of Directive No. 15-CT/TU, Bac Kan province continues to affirm that mass mobilization work in the province is focused on leadership and direction; promptly concretizing and directing the implementation of the Central and provincial policies and guidelines on mass mobilization work in accordance with local realities.

In order to create a strong change in the awareness and actions of all levels and sectors, Party committees at all levels have paid attention to propagating, disseminating and thoroughly understanding the position and role of mass mobilization work to Party members, cadres, civil servants, union members and association members through meetings, conferences, briefings or integrating and combining with the implementation of political tasks of localities and units; promoting administrative procedure reform, building a team of civil servants and public employees according to job positions, discipline, responsibility, serving the people.

In particular, the work of receiving people and having direct dialogue with people has been paid attention to by Party committees and authorities at all levels in the province. From 2022 to 2024, leaders of Party committees at all levels have conducted nearly 200 meetings and dialogues with over 250 citizens; administrative agencies in the province have organized 3,493 meetings with 3,630 citizens; received 6,921 complaints, denunciations, recommendations and reflections. The opinions and recommendations at the meetings and dialogues were basically directly discussed, clarified and explained by leaders, promptly resolving issues within their authority, limiting petitions that go beyond their level; the rate of resolving petitions each year is always over 80%.

To improve the quality and effectiveness of mass mobilization work, the Fatherland Front and socio-political organizations from the provincial to grassroots levels have innovated their methods of operation with the motto of being grassroots-oriented, close to the people, grasping and listening to the aspirations of the people. Continuing to perform well the role of "bridge" in consolidating and building close relationships between the Party, the State and the people; improving the quality of patriotic emulation movements, campaigns associated with building new rural areas, civilized urban areas and sustainable poverty reduction, especially implementing social security activities; building effective operating models. The supervision and criticism activities of the Fatherland Front and socio-political organizations are focused on implementing in conjunction with key local tasks directly related to the practical, legal and legitimate rights and interests of union members, association members and people of all walks of life.

The "Skillful Mass Mobilization" movement associated with studying and following the moral example and style of Ho Chi Minh is carried out in accordance with the characteristics and situation of the locality and unit. In the period of 2022 - 2024, the whole province has over 7,600 models of skillful mass mobilization registered for implementation, through evaluation, 3,738 models were recognized, of which 680 are typical skillful mass mobilization models. Many models have spread and brought practical results, typically the model "Skillful in propagating the Party's guidelines and resolutions, the State's policies and laws, and village conventions to cadres and people so that everyone understands, implements well, and strictly complies" of the Na Dau village Party Cell, Tran Phu commune, Na Ri district; “Skillfully guiding and mobilizing organizations and individuals to apply online public services throughout the process in handling administrative procedures under the authority of the Department of Science and Technology” by the Department of Science and Technology; “Mobilizing people to participate in the model of planting and caring for yellow tea trees, chestnut trees, and velvet trees” by Mr. Hoang Van Tam, Ban Chan village, Dong Phuc commune, Ba Be district; “Propaganda and mobilizing cadres, teachers, staff and students to participate in the “Then singing club, Tinh lute, sli luong of the Tay and Nung ethnic groups associated with the development of local community tourism” by the Pac Nam District Boarding School for Ethnic Minorities…

The results achieved in the past time show that the mass mobilization work in the province has always been strengthened and innovated; the responsibility in coordinating the implementation of mass mobilization work of all levels and sectors in the political system from the province to the grassroots has been gradually raised. The mass mobilization work of the government has been given attention, especially improving the ethics and responsibility of civil servants in performing public duties. The construction and implementation of the grassroots democracy regulations with the motto "people know, people discuss, people do, people inspect, people supervise, people benefit" has been well implemented. The emulation movement "Skillful mass mobilization" has been directed and implemented, many models and typical examples have appeared in various fields, bringing about efficiency and spreading power among the people. Thereby, contributing to creating consensus in society, promoting the strength of great national unity, successfully implementing socio-economic development goals, ensuring social order and safety and building the political system./.
