The Government has allocated nearly VND6,000 billion from the 5% savings in regular expenditure in 2024 to support the elimination of temporary and dilapidated houses for poor and near-poor households. Prime Minister Pham Minh Chinh requested that the program be completed by October 31, 2025.
On the afternoon of March 10, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for the Elimination of Temporary and Dilapidated Houses Nationwide (Steering Committee), chaired the 3rd meeting of the Steering Committee to assess the situation, results of program implementation and tasks for the coming time.
Through a preliminary review, the whole country has about 223,000 families living in temporary houses, dilapidated houses, unsafe houses or no houses at all, needing support to improve their housing to "settle down and make a living".
Responding to the emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide in 2025" and "450-day peak emulation period to eliminate temporary and dilapidated houses", together with financial support from the State, agencies, units, banks, businesses, and people have joined hands to build houses for families with housing difficulties.

To date, the country has supported the elimination of 121,000 temporary and dilapidated houses, more than 65,000 houses have been handed over, and more than 56,000 houses are under construction. Specifically, more than 10,000 houses have been supported for people with meritorious services; more than 57,000 houses have been supported under the two national target programs and more than 53,000 houses have been supported under the temporary and dilapidated house elimination program. There are 6 localities that have completed the elimination of temporary and dilapidated houses.
From now until the end of the year, the whole country must focus on completing the elimination of more than 101,000 temporary and dilapidated houses; of which, about 70,000 houses are included in the temporary and dilapidated house elimination program. On average, the whole country must eliminate about 500 temporary and dilapidated houses every day; each province must eliminate 8 houses/day.
Concluding the meeting, Prime Minister Pham Minh Chinh stated that since the previous meeting, a number of tasks have been completed. The Steering Committee has actively resolved a number of difficulties and obstacles in the implementation of the program, especially difficulties related to land.
In particular, the Government issued Resolution No. 45 dated March 7, 2025 on the plan to allocate and use the 5% savings source of regular expenditure in 2024 (nearly 6,000 billion VND) to support the elimination of temporary and dilapidated houses for poor and near-poor households.

Regarding the key tasks and solutions in the coming time, the Prime Minister requested the Ministry of Ethnic Minorities and Religions to preside over and coordinate with the Ministry of Agriculture and Environment and the Ministry of Construction to unify the standing body of the Central Steering Committee, and complete the Steering Committee members according to the new organizational structure after the reorganization (to be completed before March 15, 2025). Regularly urge and request localities to review and complete plans by day, week, month, quarter and from now until the end of the year to complete the goal of eliminating temporary and dilapidated houses in the area.
Coordinate with the Ministry of Finance, the Central Committee of the Vietnam Fatherland Front, and localities to review reports from localities to propose adjustments to support funding from the mobilized funding source at the Launch Program and funding from the 5% savings source on regular expenditure in 2024 in accordance with actual needs through review (to be completed in March 2025).
The Ministry of Agriculture and Environment shall preside over and coordinate with relevant ministries and agencies to guide localities on land allocation for housing construction for households with difficulties in housing land.

The Ministry of Construction shall preside over and coordinate with relevant ministries and agencies to submit to competent authorities for early funding allocation (to be completed in March 2025); guide, urge, and inspect support for new construction or renovation and repair of houses for people with revolutionary contributions and martyrs' relatives to complete earlier than the elimination of temporary and dilapidated houses for poor and near-poor households.
Continue to guide localities to research and design a number of typical housing models, ensuring technical requirements, quality, efficiency, suitability with culture, customs and characteristics of each locality and region for households to refer to and study for application.
The Prime Minister requested relevant ministries, branches and localities to strive to basically complete the elimination of temporary and dilapidated houses by October 31, 2025.
