Ho Chi Minh City Ring Road 4 faces difficulties in capital allocation

On October 20, in Ba Ria - Vung Tau province, 6 provinces in the Southeast region held a conference to exchange and cooperate between localities in the third quarter of 2023.

Speaking at the conference, Mr. Tran Quang Lam, Director of the Ho Chi Minh City Department of Transport, said that localities are currently focusing capital on the Ring Road 3 project and key projects, so they have not been able to balance the capital allocated for the Ho Chi Minh City Ring Road 4 projects.

According to preliminary research results to date, the cost of compensation and site clearance accounts for a large proportion of the total investment of Beltway 4 projects, specifically: the section through Ba Ria - Vung Tau province is about 42.4%; the section through Dong Nai province is about 45.6%; the section through Binh Duong province is about 55.8%; the section through Ho Chi Minh City is about 48.5%; the section through Long An province is about 39.9%.

The Ho Chi Minh City Ring Road 4 project is a large project, belonging to the criteria of an important national project, connecting provinces in the Southeast region.

Therefore, the localities agreed to propose the Prime Minister to support the central budget to implement the project in the 2021-2025 period and the 2026-2030 period (similar to the Ring Road 3 project).

Specifically, the central budget supports Ho Chi Minh City, Binh Duong, Dong Nai, and Ba Ria - Vung Tau provinces with 50% of the total budget capital participating in the project. The central budget supports Long An province with 90% of the total budget capital participating in the project.

Regarding the Ho Chi Minh City Ring Road 3 project, Mr. Lam said that the supply of construction materials for belt and highway projects is currently very difficult.

Through survey, the source of construction sand and embankment sand supplied for the Ho Chi Minh City Ring Road 3 project only meets about 80%.

" This year's sand supply is basically sufficient, however, localities do not have new sand mines," Mr. Lam said and proposed that the Prime Minister preside over and work with the People's Committees of the provinces in the Mekong Delta to coordinate and implement specific volume commitments at mineral mines in the provinces to serve the Ho Chi Minh City Ring Road 3 project.

In addition, it is recommended that the Ministry of Transport, the Ministry of Natural Resources and Environment, and the Ministry of Science and Technology speed up the promulgation of standards for the use of sea sand for highway projects, to resolve the current shortage of sand materials.

Regarding the site clearance of the component projects of Ho Chi Minh City Ring Road 3, Mr. Lam said that the city strives to hand over 70% of the site area of ​​construction packages that have started construction before June 30 and basically hand over the remaining area before December 31.

Currently, the component projects managed by Ho Chi Minh City, Binh Duong, and Long An have all handed over at least 70% of the construction site area of ​​the bidding package, but the site clearance work for the section through Dong Nai province is still slow.

Ho Chi Minh City Ring Road 4 is about 200km long, passing through 5 localities including Ho Chi Minh City, Long An, Binh Duong, Dong Nai, Ba Ria - Vung Tau.

The project starts at the intersection with Bien Hoa - Vung Tau Expressway (Ba Ria-Vung Tau province) and ends at Hiep Phuoc port (HCMC).
