Project “Enhancing Community-Based Access to Education for Students with Disabilities in Central Vietnam” to Implement Plan for 2024

This morning, December 25, the Department of Education and Training coordinated with Medipeace to summarize activities in 2023 and deploy the 2024 plan for the Project "Enhancing access to education for students with disabilities based on the community in Central Vietnam" for the period 2023-2025.

According to survey data, there are currently about 25,606 people with disabilities in Quang Tri province, including 1,808 disabled children. The number of disabled children studying in integrated schools is 515; the number of children studying at the Provincial School for Disabled Children is 130; and 59 children studying at specialized centers.

In recent times, the province has paid attention to issuing many policies and guidelines on people with disabilities, however, the education of children with disabilities in the area still faces many difficulties.

The rate of education ensuring access for people with disabilities is only 30%; most disabled students participating in inclusive education have limited academic ability, often attend classes past the prescribed age, many disabled children have not been able to study at higher levels, many older disabled students have not been able to learn a trade, and have few opportunities to find employment.

The quality of support work for people with disabilities at home, in educational institutions and in the community has not been regularly implemented due to the lack of a management organization and a lack of a team with professional capacity to provide support.

In order to improve the quality of staff and improve facilities and equipment for teaching at the Provincial School for Children with Disabilities, the Department of Education and Training has proactively coordinated with Medipeace Organization (under KOICA Organization, Korea) to develop, submit to the Provincial People's Committee for approval and implement the Project "Enhancing access to education for students with disabilities based on the community in Central Vietnam" for the period 2023-2025 in Quang Tri.

The project has been in operation since May 2023 and has implemented the following contents: organizing the selection and sending 4 cadres and teachers to participate in the second degree training course in special education at Ho Chi Minh City University of Education; organizing a survey of needs, purchasing and providing equipment to meet the teaching and playing needs at the Provincial School for Children with Disabilities; providing additional training for 40 cadres, teachers and staff on life skills education for students with disabilities (twice a year); selecting students and providing counseling for 33 students with developmental disabilities.

Establish a group of key staff and teachers to advise and train students with disabilities on individual education plans on life skills with 3 topics: tray cleaning skills, proper eating skills and hand washing skills for students with intellectual disabilities.

Organize training for parents of disabled students to improve their capacity to care for and educate children at home and improve the inclusive education environment for children in the community. Up to now, the activities have basically ensured the project's goals and progress according to the 2023 plan.

In 2024, the project will continue to implement a number of key programs and activities such as: supporting training for a second degree in special education; providing 3-month certificate training to improve educational capacity for teachers; providing additional training on life skills education for teachers and staff.

Advise teachers on assessment methods and individualized education planning for students with developmental disabilities; provide assessment and individualized education planning for students with developmental disabilities; apply life skills education for students with developmental disabilities; support equipment for specialized educational facilities; enhance capacity for parents of students with developmental disabilities; improve awareness of disabilities.

On this occasion, delegates and parents of disabled students exchanged and discussed some difficulties and shortcomings in the project implementation process, in order to find solutions to overcome and effectively implement activities in the coming time.
