In order to improve the efficiency of the Hai Phong - Thai Binh coastal road, attract investment, and contribute to reducing traffic congestion at the entrances to the city center from the West and Southwest, Hai Phong City has allocated a budget of more than 920 billion VND to invest in the project to build a road connecting Provincial Road 354 through Kien Thuy Industrial Park to the coastal road in Doan Xa commune, Kien Thuy district (Project connecting Provincial Road 354 to the coastal road).
The project started on May 10, 2020 with the People's Committee of Kien Thuy District, Hai Phong City as the investor, and is expected to be completed in 2024. The construction contractor is a consortium of 4 units: Viet Uc Group Joint Stock Company - Hoang Loc Construction Company Limited - Phuong Dong Technical Trading Company Limited - Hai Nam Investment and Trading Joint Stock Company.
The project of connecting Provincial Road 354 to the coastal road is 14.8 km long, meeting the standards of a grade III plain road with 4 motor vehicle lanes. The construction site is in 6 communes: Ngu Phuc, Kien Quoc, Tan Trao, Dai Ha, Ngu Doan, Doan Xa (Kien Thuy district, Hai Phong city) and 2 communes: An Tho, My Duc (An Lao district, Hai Phong city).

Speaking with Nguoi Dua Tin, Mr. Do Van Dinh - Director of Kien Thuy District Construction Investment Project Management Board, the unit assigned by the District People's Committee to represent the investor, said that by mid-April 2024, difficulties and problems in site clearance were basically resolved.
In An Lao district, the site clearance work has been completed. In Kien Thuy district, there is still 1 household in Tan Trao commune that has not yet handed over the site. Meanwhile, the An Lao District Land Fund Development Center has completed the selection of a contractor to build and restore the Nam Son 2 Pumping Station. Since April 12, 2024, the contractor has started construction.
Regarding the progress of the project connecting Provincial Road 354 to the coastal road, by mid-April 2024, the contractors had completed 4/4 bridges, 51/58 round culverts, and were working on the foundation.
Based on the project progress, Kien Thuy District Construction Investment Project Management Board coordinated with relevant agencies to support the disbursement of investment capital. Of which, in 2023, nearly 540 billion VND was disbursed, reaching 100% of the annual capital plan. By mid-April 2024, more than 66 billion VND had been disbursed, reaching more than 30% of the annual capital plan.
According to information from the Kien Thuy District Investment and Construction Project Management Board, compared to the plan, the project connecting Provincial Road 354 to the coastal road is behind schedule by an average of more than 1.5 months. Of which, Viet Uc Company (construction of 6,820 m of the project) is behind schedule by more than 40 days; Hoang Loc Company (construction of 5,400 m of the project) is nearly 50 days behind schedule; Phuong Dong Company (construction of 1,640 m of the project) is behind schedule by more than 40 days; Hai Nam Company (construction of 1,460 m) is behind schedule by more than 60 days.
The main reason for the delay is the lack of sand for filling. Of the 330,000 m3 of sand missing so far, Viet Uc Company is short 70,000 m3, Hoang Loc Company is short 150,000 m3, Phuong Dong Company is short 49,000 m3 and Hai Nam Company is short 61,000 m3.

Faced with the project's slow progress, leaders of Hai Phong City People's Committee repeatedly inspected the site to remove difficulties and obstacles as well as urged contractors to arrange equipment, construction personnel, and find additional sources of sand for filling.
Most recently, at the progress inspection of the project connecting Provincial Road 354 to the coastal road at the end of March 2024, Mr. Nguyen Duc Tho - Vice Chairman of Hai Phong City People's Committee, requested the investor, Kien Thuy District People's Committee, to direct the District Construction Investment Project Management Board to urge the contractor to speed up the progress. In case the contractor does not fulfill its commitments under the contract and is still slow in implementing the construction, it must report to the City People's Committee for settlement according to regulations.
Mr. Do Van Dinh - Director of the Construction Investment Project Management Board of Kien Thuy district, Hai Phong city, informed Nguoi Dua Tin that if the slow progress continues, it will be difficult to complete the project in 2024.
Based on the direction of Hai Phong City People's Committee, the unit requires the contractor to commit in writing to detailed compensation for the progress of the additional loading project (clearly stating the average volume of sand imported per day).
After the commitment, if the contractor intentionally fails to remedy the situation, based on the signed contract terms, the approved detailed progress schedule, and the results of the implementation on site, the staff unit of Kien Thuy District People's Committee shall report to Hai Phong City People's Committee for handling according to regulations .
