Storm No. 3 passed, leaving behind great damage to people and businesses in the province. Immediately after the storm, Quang Ninh made efforts to implement solutions to support people to overcome the difficult period, soon restore production, and rebuild the economy.
Only 3 days after storm No. 3, the Provincial People's Committee issued Decision No. 2551/QD-UBND on providing additional funding for localities to support (phase 1) to overcome the damage caused by storm No. 3 and the rain and floods after the storm in the province with an amount of 180 billion VND. This is additional funding for localities to use together with local budgets and other legal sources to promptly overcome the consequences of storms and floods.
With a spirit of urgency, thoroughness and method, the province has quickly researched and developed a number of emergency policies within its authority to support people to reduce difficulties, overcome consequences and soon stabilize their lives. At the 21st session of the Provincial People's Council held on September 23, the Provincial People's Council passed urgent resolutions stipulating mechanisms and policies to support people to overcome the consequences of storm No. 3, including a policy to support 100% of tuition fees for preschool children, primary school students, and students studying general education programs studying at educational institutions in the province (except for primary school students in public schools and those who have enjoyed tuition support policies according to the province's regulations in the 2024-2025 school year); support for house construction and repair; support for part of the cost of salvaging production means such as ships and boats registered in the province that sank due to storm No. 3; Amending and supplementing a number of provisions on social assistance policies for social protection beneficiaries and other disadvantaged people in the province...
Mr. Nguyen Van Diem (Bach Dang area, Phuong Nam ward, Uong Bi city) said: My wife and I are old, in poor health, and our family is in a difficult situation. The recent storm caused the roof of our level 4 house to be blown off, and after the storm we could only temporarily patch it up. When the city and ward officials informed us that my family would receive financial support to repair the house affected by storm No. 3, my wife and I were very happy. With the money we received, I will repair the house so that I can enjoy my old age in peace.
Along with stabilizing life, Quang Ninh province is implementing solutions to support people and businesses to gradually restore production. The province has held many meetings with the State Bank of Vietnam, the State Bank of Quang Ninh branch and credit institutions on the implementation of banking credit solutions to support businesses and people affected by storm No. 3. At the same time, it is requested that banks and credit institutions promptly implement support packages for people and businesses affected by the storm. In particular, focusing on interest exemption, debt deferral, extension and deferral for customers who are borrowing; expanding the beneficiaries; guiding and simplifying procedures; implementing new lending policies for households without collateral, lending in the form of credit. The province is committed to providing maximum support in terms of mechanisms and policies for people and businesses to restart production.
The province issued Document No. 2747/UBND-KTTC (dated September 20, 2024) on implementing the debt forgiveness policy for customers borrowing capital from credit institutions affected by storm No. 3 according to Decree No. 55/2015/ND-CP (dated June 9, 2015) of the Government; Document No. 2748/UBND-KTTC (dated September 20, 2024) on urgently implementing measures to support people to overcome damage and restore production and business after storm No. 3. In particular, assign the Provincial Social Policy Bank to provide additional loans to restore production and business for poor households, near-poor households, and households that have just escaped poverty, extend debt (extend the debt repayment period committed in the credit contract), and freeze debt (not yet collect debt from customers and not calculate interest on loans arising during the period of debt freezing) when there is a decision from competent authorities, report to all levels to arrange funds to ensure sufficient capital for lending to the poor and policy beneficiaries...
With the close direction, drastic solutions and timely policies of the province, we believe that people and businesses will soon overcome difficulties, gradually restore production, and contribute to promoting the local socio-economy.
