During the implementation process, the City People's Committee focuses on organizing propaganda and disseminating fully the central and provincial regulations on the practice of TK and CLP. Especially Plan No. 144/KH-UBND dated July 19, 2024 of the Quang Tri Provincial People's Committee on implementing Plan No. 153-KH/TU dated June 7, 2024 of the Provincial Party Standing Committee to implement Directive No. 27-CT/TW dated December 25, 2023 of the Politburo on strengthening the Party's leadership over the practice of TK and CLP to all cadres, civil servants and public employees of affiliated agencies and units to raise awareness and organize implementation; identifying this as a key and regular task of agencies, units and People's Committees of wards.
Promote the people's mastery, the supervisory and social criticism role of the Vietnam Fatherland Front, socio-political organizations, mass organizations and the people in the practice of self-reliance and self-reliance. Strengthen grassroots democracy, create conditions for people's inspection and supervision activities of the community at the grassroots level.
Timely detect, inform, reflect, and prevent acts that cause loss, waste, and negativity; commend, reward, and replicate typical examples and initiatives; take practical measures to protect those who fight and denounce acts that cause waste and loss. Combine promoting the practice of thK and CLP with criticizing acts of corruption that cause waste and loss of state budget assets.
Organize propaganda for cadres, civil servants, public employees, workers and people about the Law on Anti-Corruption, regulations on accounting and budgeting. Agencies, units and localities have seriously implemented accounting and budgeting with solutions such as: reviewing, amending and supplementing internal spending regulations in accordance with saving requirements; strictly managing expenditures to ensure compliance with approved estimates and prescribed regimes. Implement asset procurement in accordance with standards and norms. Assets after procurement must be accounted for, reported and managed and used in accordance with legal regulations...
“During the implementation process, the city attaches importance to enhancing the role and responsibility of heads of agencies, units and organizations in the practice of TK and CLP; promoting the sense of responsibility and exemplary pioneering spirit of leaders in leading and directing this work in conjunction with performing assigned duties and tasks.
Heads of agencies and units directly lead, direct and are responsible for the implementation of the TK and CLP of their agencies and units; strengthen inspection and supervision, promptly rectify and report to leaders any violations for handling. The head of any agency or unit that allows violations to occur must first be responsible to the City People's Committee," said Chairman of the Dong Ha City People's Committee Ho Sy Trung.
With the above solutions, the implementation of budget and budget management in Dong Ha has achieved remarkable results. Regarding state budget management, the state budget has been spent according to the assigned estimates; proactively cutting unnecessary expenses; reducing expenses for organizing conferences, seminars, celebrations, and business trips domestically and internationally.
In 2024, regular expenditures were cut and saved over 3 billion VND to invest in healthcare, education and social security. Regarding the management and use of public investment capital, investment discipline was tightened; capital was allocated in accordance with the target orientation and development plan. In 2024, Dong Ha is expected to disburse over 305.1 billion VND, reaching 100% of the city's estimate.
Regarding public asset management, the city continues to improve the efficiency of management and use, along with reviewing and rearranging, especially for housing and land facilities, ensuring proper use, standards, and norms according to the prescribed regime. Implementing TK and CLP in the management and use of resources and minerals, especially land; in terms of organizational structure, labor management, working time... also achieved many positive results.
The practice of saving and saving in Dong Ha still has some limitations such as some agencies are slow to implement, have not yet developed specific saving and saving plan targets, have not yet identified key areas that need to focus on directing saving; have not closely followed the characteristics of the unit to propose a practical action program. Some units have not yet developed a program to practice saving and saving to organize implementation.
