This morning, July 30, the Thematic Supervision Delegation of the National Assembly's Ethnic Council (Ethnic Council) led by Vice Chairwoman of the Ethnic Council Tran Thi Hoa Ry had a working session with the Provincial People's Committee to supervise the promulgation of legal documents and implementation guidelines; the implementation status and results of policies and laws for ethnic minority cadres in Quang Tri province. At the meeting, representatives of the Provincial Ethnic Committee reported on the implementation status and results of policies and laws for ethnic minority cadres; direction, organization of implementation and difficulties and problems of the locality.
Accordingly, Quang Tri province currently has two main ethnic minority communities, Bru-Van Kieu and Ta Oi (Pa Co), accounting for 14% of the province's population. Over the years, Quang Tri province has always paid attention to ethnic minority cadre policies. In each stage, it has oriented the vision, built programs, plans and implementation roadmaps. Every year, the province also focuses on planning, training, fostering political theory, professional expertise and arranging the use of ethnic minority cadres in accordance with the province's situation.
Priority policies and preferential treatment for cadres for ethnic minority human resources are always flexibly applied depending on the specific situation of the locality. Along with that, the awareness of ethnic minority cadres, civil servants and public employees about the importance of the new stage ethnic cadre strategy has been raised, from which each cadre and party member has self-assessed their own capacity and qualifications, striving to contribute to improving the quality of cadres in the political system.
In order to develop the contingent of ethnic minority cadres, civil servants and public employees in association with effective use, meeting the requirements of performing tasks in the new situation, on the basis of documents of the Central Government, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee promptly directed departments, branches, sectors and People's Committees of districts, towns and cities to deploy, disseminate and thoroughly grasp the contents stipulated in Decision No. 402/QD-TTg dated March 14, 2016 of the Prime Minister approving the Project on developing the contingent of ethnic minority cadres, civil servants and public employees in the new period and documents related to all cadres, party members, civil servants and public employees of ethnic minorities.
As of December 31, 2023, the proportion of ethnic minorities holding leadership positions in local government and state management agencies reached 9.64%. As of May 2024, the number of ethnic minority cadres, civil servants and public employees recruited in the province was 1,297, accounting for 6.04% of the total 21,461 cadres, civil servants and public employees in the province. Of which, 131 were at the provincial level, 765 at the district level and 415 at the commune level.
In addition to the achieved results, the representative of the Provincial Ethnic Committee also pointed out the shortcomings and limitations in the implementation of policies and laws for ethnic minorities in the province.
At the same time, it is recommended that central ministries and branches continue to research and perfect the system of policies and laws on ethnic minority cadres, civil servants and public employees; have a mechanism to monitor, inspect and create conditions for ethnic minority cadres to participate in Party committees and authorities at all levels; especially, it is necessary to have separate and specific policies in the selection, training, planning, rotation and appointment of ethnic minority cadres, civil servants and public employees to increase the number of ethnic minorities working in administrative agencies and public service units...

Giving opinions at the working session, members of the monitoring delegation requested the locality to clarify some contents related to the number and proportion of ethnic minorities participating in state agencies and public service units, especially in the two districts of Huong Hoa and Dakrong; preferential policies and treatment of cadres for ethnic minority human resources; policies for students who graduate and work in the locality...
Concluding the meeting, Vice Chairwoman of the Ethnic Council Tran Thi Hoa Ry highly appreciated the achievements of Quang Tri province in implementing policies related to recruitment, development, and planning of ethnic minority cadres, civil servants, and public employees in the locality in recent times.
The province is requested to continue to pay attention to and urge departments, branches and sectors to urgently review and complete the report on the implementation of policies and laws on personnel work for ethnic minority groups in the period of 2016-2023 in Quang Tri province; especially statistics related to the work of creating ethnic minority staff, the work of developing training plans for ethnic minority students and administrative and career staff assigned to agencies, units and localities in the province to meet the requirements of performing tasks.
It is necessary to clearly identify the causes of unachieved targets, difficulties and obstacles in the locality so that the Ethnic Council can promptly grasp, synthesize and report to competent authorities for consideration and resolution.
Speaking at the meeting, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong accepted and committed to continue directing departments, branches and localities to urgently supplement and complete the report on the implementation results of policies and laws on personnel work for ethnic minority people in the period of 2016-2023 of Quang Tri province, and at the same time propose specific solutions suitable to the actual situation in the locality to develop the ethnic minority cadres, civil servants and public employees in the new period.
On the local side, research will be conducted to have more suitable support policies for ethnic minority cadres, civil servants and public employees in their work and in their studies, training and improving their qualifications in all aspects.
