The grouping of 10 groups of solutions in the program has been carefully reviewed to see the results of implementing the Party's directives and resolutions and the cultural development strategy. However, it is also necessary to consider assigning each ministry and sector to build groups of cultural values in the policy.

The delegate said that only a few specialized agencies should be assigned to build groups and value systems to ensure consistency. In addition, considering solutions, it is also necessary to reorganize solutions clearly by industry and by area such as building urban civilization, rural civilization... so that when organizing and implementing, it will be convenient.
For the group of solutions on information and propaganda, there also needs to be solutions based on a comprehensive view... The delegate emphasized that the most important thing is to choose key issues to implement.
Delegate Au Thi Mai, member of the Provincial Party Committee, Director of the Department of Culture, Sports and Tourism, expressed her high agreement with the necessity of investing in the National Target Program on Cultural Development for the 2025-2035 period. The investment in the Program has fully met the political, legal, scientific and practical bases; continued to affirm the Party's viewpoints and policies, the State's policies on the position, role and importance of culture in the cause of building, protecting and developing the country sustainably; contributed to the implementation of the goals, targets, tasks and solutions on cultural development set out in the Party's resolutions, especially the Resolution of the 13th National Congress of Delegates and the 10-year Socio-Economic Development Strategy 2021-2030, the direction speech of General Secretary Nguyen Phu Trong at the National Cultural Conference in 2021.
The delegate emphasized that the National Target Program on Culture has 10 components, along with fundamental, comprehensive and appropriate solutions in each group of fields. The program is extremely important, expected by voters and people. If approved by the National Assembly, it will create motivation and resources for the development of culture, building and developing an advanced Vietnamese culture with strong national identity.
However, according to delegate Au Thi Mai, the program also overlaps with other programs and projects, such as: the 3 national target programs being implemented all have investment content on cultural development; many programs related to cultural development issued by the Government and the Prime Minister have overlapping content in terms of objectives, beneficiaries, and implementation capital sources, and at the same time, some tasks in the component content groups have many regular contents.

Delegates suggested that the Government continue to carefully review the subjects, scope, and content of the program, avoiding overlap, duplication, or omission of subjects; propose mechanisms to integrate policies, ensuring the effectiveness of investment resources.
The delegates also agreed with the Government's proposal to transfer Project No. 6 of the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas into the Program, but it needs to be carefully reviewed. At the same time, evaluate the implementation results of component project No. 6 of the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas in the 2021-2025 period; assess the impact, clarify the necessity of transfer, transfer mechanism, especially in terms of capital allocation and investment procedures and processes, to avoid dispersion and fragmentation.
Regarding the expected resources for program implementation: Delegates requested the Government to clarify the basis for determining the ratio of central budget capital and local budget capital; clarify the basis for determining the structure of counterpart capital from local budgets, because in reality, implementing the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas, the local budget counterpart capital ratio for program implementation is 5%, however, localities still have difficulties in implementation. Therefore, the national target program on culture with an expected local budget counterpart capital ratio of 24.6% is not feasible.
