Through many opinions expressed by delegates at the meeting, the National Assembly Chairman acknowledged, highly appreciated and commended the sense of responsibility, proactiveness and creativity in leadership, direction and coordination of implementation of Hai Phong in the past time.
The National Assembly Chairman expressed his belief that the Party Committee, Government and People of Hai Phong City will continue to promote the tradition of solidarity, proactiveness, creativity, and uphold the aspirations of Hai Phong people to rise up, make good use of new opportunities and chances, and fulfill the highest targets of the Resolution of the 16th City Party Congress for the 2020-2025 term, contributing to the successful implementation of the Resolution of the 13th National Party Congress; soon become a large seaport city, leading the country in industrialization, modernization and digital transformation; and be the driving force for development of the Northern region and the whole country...
Regarding the key tasks in the coming time, the National Assembly Chairman requested the City's leaders to continue to effectively implement the Resolution of the 13th National Party Congress, Resolution 45 of the Politburo, Resolution 30 dated November 23, 2022 of the Politburo on the development of the Red River Delta, Resolution 35 of the National Assembly, and Resolution of the 16th City Party Congress.

At the 7th Session, the National Assembly passed a Resolution on the National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050.
In the first 6 months of 2024: Economic growth rate is estimated at 10.32%, ranking 5th in the country, ranking first among 5 centrally-run cities. Industrial production is estimated to increase by 15.24%, import and export increase by 28.87%, FDI investment capital is estimated at 50,346.8 billion VND, up 9.70%.
After listening to the analysis, recommendations and proposals of the delegates, the National Assembly Chairman suggested that the City actively implement the City Planning with 3 development pillars; Promote solutions to strongly improve the investment and business environment, reform administrative procedures, and enhance the competitiveness index...
Opinions expressed in the Working Group also mentioned that the National Assembly has passed the Law amending and supplementing 4 important Laws, effective from August 1, 2024; requesting the City to urgently study and implement detailed regulations, ensuring synchronous, smooth and effective implementation.
One of the important contents emphasized by the National Assembly Chairman is to strengthen inspection and supervision, enhance the responsibility of leaders, and tighten discipline and public service order.
The National Assembly Chairman requested the City to actively and effectively implement the National Assembly's Resolution on salary increase for cadres, civil servants, public employees, and armed forces; adjust salary levels for retired cadres and social allowances, and allowances for meritorious people effective from July 1, 2024.
Other key contents in the coming time include: Continuing to lead innovation and improve the quality of activities of the National Assembly Delegation and the City People's Council; Deploying to Party committees, organizations, and Party members in the political system Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo "on Party congresses at all levels towards the 14th National Congress of the Party"; preparations for the election of deputies to the next National Assembly.
Regarding the recommendations and proposals of the City, the members of the Working Group also discussed, clarified and proposed a number of contents for Hai Phong. The Chairman of the National Assembly requested the Secretary General of the National Assembly and the Office of the National Assembly to synthesize the recommendations and proposals as well as responses from the National Assembly agencies and send them to relevant agencies for study, consideration and resolution according to their authority.

At the meeting, the National Assembly Chairman acknowledged and highly appreciated: Since the beginning of the term, Hai Phong has closely followed the goals and targets of the Resolution of the 13th National Party Congress, Resolution of the 16th National Party Congress of the City, Resolution 45 of the Politburo, Resolution 35 of the National Assembly with many comprehensive results.
In the economic field, always ranking at the top of the country, Hai Phong has become one of the localities with the most attractive environment for domestic and foreign investors.
State budget revenue in the area is 60,812.8 billion VND, up 34.77% over the same period. Implementing many key projects, connecting inter-provincial and inter-regional: river bridge project connecting with Quang Ninh, Thai Binh, Hai Duong; investment projects to build and upgrade Cat Bi International Airport...

This afternoon, National Assembly Chairman Tran Thanh Man attended the opening ceremony of Ben Rung bridge connecting Thuy Nguyen district, Hai Phong city and Quang Yen town, Quang Ninh province.

This is the result of concretizing Resolution 45 of the Politburo on building and developing Hai Phong city until 2030, with a vision to 2045. The bridge contributes to creating an inter-regional traffic connection system, meeting the travel needs of people in the two provinces.
