On the afternoon of July 11, continuing the 35th Session, under the chairmanship and direction of National Assembly Chairman Tran Thanh Man, the National Assembly Standing Committee summarized the 7th Session and gave initial opinions on the preparation for the 8th Session of the 15th National Assembly.

Attending the meeting were Deputy Prime Minister and Minister of Justice Le Thanh Long; Minister and Chairman of the Government Office Tran Van Son; and representatives of leaders of central ministries and branches.

The 7th session continues to innovate and improve, better meeting practical requirements.

Reporting at the meeting, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that the 7th Session of the 15th National Assembly was a great success, completing a large amount of work in all three areas of legislation, supervision and decision on important issues of the country, continuing to innovate and improve, increasingly meeting practical requirements.

Specifically, the National Assembly passed 11 laws and 21 resolutions (including 3 legal resolutions); gave initial opinions on 11 draft laws and reviewed many other important reports; including reviewing and deciding on the reorganization of high-ranking State personnel.

During the period between the two sessions of the Session, with a high sense of responsibility, the agencies of the National Assembly, the Government, relevant agencies and organizations worked urgently and continuously. The National Assembly Standing Committee held meetings to direct the reception, thorough explanation of the opinions of National Assembly deputies and to complete the draft laws and draft resolutions.

All contents with different opinions were carefully considered and analyzed to absorb, explain, and ensure the highest quality of the contents submitted to the National Assembly for consideration and approval. Therefore, the laws and resolutions were passed by the National Assembly with a very high consensus, including 2 laws and 1 resolution receiving the approval of 100% of the National Assembly delegates present.

At this session, the National Assembly reviewed and decided to reorganize many high-ranking State personnel, which was one of the key contents of the session. "Personnel work was conducted carefully, in line with the Party's orientation, with strict processes and procedures according to Party regulations and State laws, ensuring the principles of democratic centralism, publicity, transparency, and achieving a very high consensus and unity of National Assembly deputies," the Secretary General of the National Assembly emphasized.

In addition, with careful and thorough preparation, the National Assembly passed the Resolution of the 7th Session of the 15th National Assembly to acknowledge the results of the Session and decide on many other important contents.

In particular, it was decided to: unify the implementation of salary reform contents; adjust pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024; continue to reduce 2% of value added tax rate for some groups of goods and services from July 1, 2024 to December 31, 2024; adjust some contents related to investment policy of the National Target Program on socio-economic development of ethnic minority and mountainous areas for the period 2021-2030...

The 8th Session of the National Assembly is expected to consider and pass 11 draft laws.

Regarding the preparation for the 8th Session of the 15th National Assembly, Secretary General of the National Assembly Bui Van Cuong said that based on legal provisions, resolutions of the National Assembly and the actual situation, it is expected that at the 8th Session, the National Assembly will consider and pass 11 draft laws and give opinions on 12 draft laws.

In case the Electricity Law (amended) project is well prepared and meets the conditions for approval according to the procedure at one session, at the 8th Session, the National Assembly will consider and approve 12 draft laws and give opinions on 11 draft laws.

In addition to the draft laws already included in the 2024 Law and Ordinance Development Program, in case there are other draft laws or draft resolutions on legal norms added to the Program, the Secretary General of the National Assembly will report to the National Assembly Standing Committee to adjust the content of the Session accordingly.

In addition, the National Assembly will also consider and decide on socio-economic issues, the state budget, supervision and other important issues.

Regarding the expected meeting time, due to the large amount of legislative content, supervision, and decisions on important issues at the 8th Session, many of which are difficult and complicated, the Secretary General of the National Assembly proposed to continue organizing the 8th Session in 2 sessions (with a 9-day gap between the 2 sessions) to have time for the National Assembly agencies and relevant agencies to receive and explain the opinions of National Assembly deputies, revise and complete the draft laws and resolutions with the best quality before submitting them to the National Assembly for approval.

It is expected that the National Assembly will work for 23.75 days, opening on October 21, 2024; closing on November 28, 2024; reserve on November 29, 2024.

Phase 1 is arranged for 15 days (from October 21 to November 8), mainly arranged to discuss the contents submitted to the National Assembly for voting and approval at the Session and discuss in Groups some draft laws submitted to the National Assembly for comments; question and answer questions.

Phase 2 takes place over 9 days, from November 18 to November 28; mainly arranging for the National Assembly to vote to pass laws, resolutions and discuss in groups on a number of draft laws and discuss in the hall on draft laws submitted to the National Assembly for comments.

Minimize the adjustment of the meeting program

Speaking at the meeting, the opinions basically agreed with the draft Summary Report of the 7th Session of the 15th National Assembly; at the same time, emphasizing that the Session has completed a large amount of work in all three areas of legislation, supervision and decision on important issues of the country. Activities at the Session were conducted strictly, ensuring compliance with legal regulations.

In addition to the achieved results, members of the National Assembly Standing Committee pointed out a number of limitations and shortcomings that need to be overcome in the next sessions, such as: the situation where some National Assembly deputies use the right to debate to express their opinions, but the content of the debate is unclear; some contents are proposed to be added to the session agenda very urgently, making the reviewing agencies passive; the submitted documents are incomplete, the impact assessment is not specific and not good, causing many difficulties in the process of receiving and editing...

Regarding the issue of needing to learn from experience, opinions suggested that it is necessary to minimize the adjustment of the meeting agenda; at the same time, overcome the situation of late document submission.

National Assembly Chairman Tran Thanh Man requested relevant agencies to carefully and promptly prepare the contents expected to be submitted to the National Assembly for consideration and decision at the 8th Session.

Accordingly, the Government, ministries and branches need to closely follow the 2025 Law and Ordinance Development Program, supplement the 2024 Law and Ordinance Development Program; sending documents must be ensured 20 days in advance so that National Assembly deputies have time to study them.

The Nationalities Council and the National Assembly Committees, based on their functions and tasks as prescribed by the Law on the Organization of the National Assembly, closely follow the preparation progress of the drafting agency; promptly urge and remind to complete documents; and proactively organize research and examination.

The National Assembly Chairman requested that agencies continue to review and complete the expected content of the Session, noting that the content that needs to be added to the Session's agenda must be truly urgent, urgent, and carefully prepared.
