Participating in giving comments on the draft Law on Notarization (amended), delegate Au Thi Mai, member of the Provincial Party Committee, Director of the Department of Culture, Sports and Tourism, agreed with the necessity of amending the law.
Participating in specific content: regarding the standards for appointing notaries, delegates proposed considering the regulation of having at least 3 years of legal work experience at agencies and organizations after having a bachelor's degree in law, master's degree in law or doctorate in law.
According to the delegate, the regulation on the legal working period of 5 years should be kept unchanged as in the 2014 Notary Law, in order to ensure the improvement of the quality, professional qualifications, and ethical qualities of notaries, with notaries being the center as stated in the Draft Law.

In Article 10 on Notary Practice Apprenticeship, delegates said that the regulation that a Notary Public instructing an apprentice must have at least 02 years of experience in notary practice and that at the same time, a Notary Public cannot instruct a maximum of 02 apprentices... is not appropriate, leading to difficulties in practical implementation.
In some localities where the number of notaries is small, while the demand for notary trainees sometimes arises, the number of notaries being punished for administrative violations is high... delegates proposed to study and revise the experience period of notaries instructing trainees to have at least 01 year of experience in notary practice.
At the same time, it is proposed to amend the regulation to "At the same time, a notary is allowed to guide a maximum of 02 trainees..." to ensure accuracy.
Regarding Article 26 on termination of partnership membership of Notary Offices, delegates proposed to add provisions on the responsibility of Notary Offices in notifying the Department of Justice when their organization has a notary public who notifies termination of partnership membership.
The delegate also proposed to add regulations on notaries having the right to withdraw capital from the Notary Office or transfer their capital contribution to another notary.
Delegate Au Thi Mai also gave specific opinions on a number of contents regarding: regulations on the authority to notarize real estate transactions; temporary suspension of operations of Notary Offices and on notarization requestors, witnesses, interpreters...
Participating in giving comments on the Law on Value Added Tax, delegate Nguyen Viet Ha, Director of the Bank for Agriculture and Rural Development, Tuyen Quang branch, emphasized that amending the Law is to overcome problems arising in the process of implementing the Law on Value Added Tax.

Along with removing some goods and services from the list of non-taxable items, the draft Law also adds many goods and services to the list of non-taxable items and maintains the number of non-taxable groups as currently regulated. Delegates requested a more thorough assessment of the reasons and impacts of the added goods and services on this content.
The delegates also requested clarification of some specific provisions in the draft law instead of assigning them to the government as before. At the same time, they requested the government to assess the impacts of adding a provision allowing non-collection of VAT on goods purchased and sold by border residents within the import-export tax exemption limit (stipulated in Point d, Clause 26, Article 5 of the draft Law) to avoid cases of policy abuse.
