Discussing in the group, delegate Lo Thi Kim Ngan (Thanh Chuong) said that the allocation of investment funds for cultural institutions of villages, hamlets, and communes after the merger is still slow; there are contents of support from 2023 but by 2024, capital sources have been allocated for implementation, some contents from 2024 to now are approving projects and selecting contractors. In fact, the agency in charge of advising on the development of the mechanism has not anticipated difficulties and obstacles in practice, leading to the Resolution just issued having to request advice on amendments and adjustments to be suitable. The delegate suggested that the Provincial People's Committee direct the sectors in charge of advising on resolutions to take measures to overcome the above situation; at the same time, enhance the responsibility of the heads of sectors and localities in leading and directing the implementation of policies after issuance.
Delegate Hoang Thi Thu Trang (Nghia Dan) said that through contact with voters, voters believe that the allowance regime for block, hamlet, and village cadres is still inadequate in the context of the merger requiring more work and increasing basic salary; voters suggest that in the coming time, the province continue to arrange and balance to increase policies for the team of hamlet and block cadres, creating motivation for the team of dedicated cadres.

In addition, delegates proposed that mechanisms and policies need to be implemented more quickly and drastically; speed up site clearance progress; and solutions to improve the quality of OCOP products.
Currently, Cua Lo town has merged into Vinh city, so how will the provincial policies and mechanisms issued for the two localities be implemented? Delegates also proposed to review and develop a digital transformation roadmap suitable to the actual situation; The allocation of capital for national target programs is slow...
The delegate also said that currently the real estate market is “heating up every day”, which affects the fact that workers have difficulty in buying land and apartments; therefore, it is necessary to pay attention to arranging social land funds and social housing to create conditions for young workers.

Explaining the opinions of delegates related to the agricultural sector, Vice Chairman of the Provincial People's Committee Nguyen Van De said that Nghe An currently has many products recognized as OCOP products, mainly 3-star OCOP products, which are the key products of the locality. In the past, the province has directed departments and branches to promote OCOP products and improve the quality of OCOP products.
Regarding the provision of cement for localities to build new rural areas, the province always creates conditions for localities to register to reach the new rural finish line.
