At the 23rd Session of the 14th Provincial People's Council, the Provincial People's Council delegates were divided into 5 discussion groups. In 2024, in a more difficult and challenging context, with a number of unexpected problems arising, most recently storm No. 3 (Yagi), Quang Ninh is one of the localities with the most severe damage, accounting for about 1/3 of the total damage of the whole country. The Provincial Party Committee, People's Council, and Provincial People's Committee have closely followed the direction of the Central Government, local practices, and the working theme of the year "Improving the quality of economic growth; developing culture and people rich in Quang Ninh identity", promoting the will of self-reliance, focusing on leadership, direction, mobilizing the combined strength of the entire political system, persevering and making efforts to overcome difficulties and challenges, maintaining political - economic - social stability, solidarity, unity of will and action, and the trust of people and businesses, achieving important results.
Delegate Nguyen Thi Thuy Hang, Chairwoman of the Ha Long City Women's Union, Discussion Group No. 1, expressed: I agree and highly agree with the Report on the socio-economic development situation and the direction and administration of the Provincial People's Committee in 2024, the socio-economic development plan in 2025. With the tradition of solidarity and unity, continuing to promote the advantages and results achieved in previous years, the province has persistently and made efforts to overcome difficulties and challenges and achieved positive results in all fields. The economy maintained its growth momentum, in which the service and tourism sectors in particular attracted 19 million visitors (3 million international visitors); budget revenue reached 55,600 billion VND, reaching 100% of the plan; total social security reached 1,897 billion VND, up 23% over the previous year; The National Target Program on New Rural Construction has achieved results. Binh Lieu is the first mountainous and border ethnic minority district in the country to meet the new rural standards. Tien Yen and Dam Ha are the first two districts in the country to meet the advanced new rural standards according to the criteria for the 2021-2025 period... Security and order are ensured, the number of crimes has decreased... Voters and people in the whole province highly appreciate the results the province has achieved in 2024.
Delegates frankly identified shortcomings and limitations that need to be addressed, such as: The effectiveness and efficiency of state management in some areas, especially land management, public investment, finance, budget... of some localities, departments and branches are still limited; the work of assigning sea areas according to the planning is still slow; 4/16 domestic budget revenue items are expected to not reach the average speed, of which land use fee collection has so far only reached 29% of the annual plan, greatly affecting resources allocated to public investment projects. The rate of public investment capital disbursement is very low, only reaching 48% of the capital plan; the prolonged capital disbursement only reached 33.4%; investment preparation, site clearance, and progress of implementation of some public investment projects are still slow and do not meet requirements. Investment preparation, settlement of sources of filling materials... for projects are slow to be overcome. FDI attraction has not met expectations...
Delegate Hoang Van Sinh, Chairman of Tien Yen District People's Committee, Discussion Group No. 2, said: Through studying the report and submission, I agree, especially with the existing limitations in 2024, such as the disbursement of public investment capital has not been as expected, stemming from a number of reasons due to investment preparation work, heavy rain, affecting transport infrastructure projects, especially the great impact of storm No. 3. Tien Yen district has so far collected 97% of the budget, and will strive to complete the set target in December...
Delegate Nguyen Minh Son, Director of the Department of Agriculture and Rural Development, Discussion Group No. 2, emphasized: One of the reasons for the slow disbursement of public investment capital is due to problems in converting forest use purposes, which takes a lot of time, due to the authority and the conversion subjects, even if it is fast, it takes 8 months. Therefore, in the process of developing public investment plans, assigning the list to departments, branches and localities to determine in order to develop land use plans associated with forest conversion plans is extremely important.
There are also some shortcomings in the cultural field: The issuance of the Autonomy Project for the 2024-2025 period for public service units under the Education sector is still slow; the restoration of the physical facilities of some educational institutions affected by storm No. 3 is slow; the re-recognition of national standard schools is still difficult; the situation of occupational accidents and child injuries is still complicated; the poverty reduction target has not been completed, the situation of workers withdrawing one-time social insurance benefits has increased; some contents of organizing the implementation of Resolution No. 17-NQ/TU are still slow, without specific results; some goals on digital transformation are low.
Delegate Bui Thi Thu Ha, Deputy Head of the Culture-Society Committee (Provincial People's Council), Discussion Group No. 4, said: We must frankly assess some shortcomings and inadequacies in the cultural-social field, such as the system of educational facilities affected by storm No. 3 that has not been repaired or is still slow to ensure safety and serve teaching and learning. The rate of people participating in social insurance, including voluntary social insurance, has initially shown results, but the situation of people participating in voluntary social insurance withdrawing insurance at one time has increased. The situation of taking advantage of cyberspace to commit fraud has increased. In particular, the situation of investment and construction of cultural institutions at the grassroots level is still at a moderate level; the situation of degraded cultural houses in villages and areas, and substandard cultural houses in communes is still common...
Some delegates said that the situation of drug trading on social networks has developed widely; traffic safety violations, gathering to ride motorbikes in large groups, fighting, the rate of juvenile crime has increased by 17%; traffic accidents have increased in all three criteria compared to the same period; compliance with legal regulations on protecting state secrets and network security has the potential risk of revealing secrets, losing information system security...
Economic breakthrough, creating momentum for the next term
The year 2025 is of special significance, the final year of the term and the 5-year plan 2021-2025, identified by the province as the year of acceleration, breakthrough, and reaching the finish line; the final year is of special significance to complete the goals and targets set out in the Resolution of the 15th Provincial Party Congress, creating a solid foundation for Quang Ninh and the whole country to enter a new era - the era of national growth.
Delegates in 5 groups enthusiastically discussed the feasibility of the 2025 socio-economic targets, the organization and implementation to achieve the set goals and targets. At the same time, they proposed solutions to promote economic development after storm No. 3, regain growth momentum; solutions on budget collection, investment preparation, support to promote business development, improve the effectiveness of comprehensive state management in all fields, especially land and planning.
Delegate Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, Discussion Group No. 2, emphasized: The solutions and targets set for 2025 have clearly demonstrated the determination to make a major breakthrough in socio-economic development, such as: GRDP reaching 12%, total state budget revenue in the area exceeding the central target; 60% of communes meeting advanced NTM standards, at least 30% of communes meeting model NTM standards; restoring forest coverage to over 42%... To achieve these goals and targets, sectors and localities need to closely follow the theme of 2025, must have a breakthrough in thinking, thinking, working methods, must have great determination, dare to do, dare to take responsibility, dare to advise. At the same time, there must be a breakthrough in the coordination between departments and sectors to successfully implement the set goals, make a breakthrough early, right from the beginning of 2025. Along with that, there must be a breakthrough in arranging and organizing the apparatus of the political system.
Agreeing with the 8 groups of tasks and solutions proposed in the draft Resolution on socio-economic development tasks in 2025, delegate To Van Hai, Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Van Don District, Discussion Group No. 3, said: It is necessary to prioritize promoting economic development, including restructuring the industrial sector, rapidly increasing the scale and proportion of the processing and manufacturing industry, promoting new growth drivers; focusing on developing comprehensive, modern, highly competitive services, developing sustainable tourism; speeding up the removal of difficulties to attract and deploy investment in tourism and service projects in key localities, especially Bai Tu Long Bay area. Along with that, focusing on developing a sustainable marine economy; restoring forestry and fishery production after storm No. 3, especially aquaculture.
Many delegates expressed concerns about solutions to ensure the progress of public investment disbursement. Delegate Vi Ngoc Bich, Standing Vice Chairman of the Provincial People's Council, Discussion Group No. 1, expressed complete agreement with the delegates' analysis of the limitations and shortcomings in public investment disbursement in 2024. The delegate said: The year 2025 poses an extremely heavy task in the work of disbursing public investment capital. To achieve the set goals, it is necessary to have solutions to strictly practice discipline and order; to clarify the responsibilities of departments, branches, localities, and investors from the beginning of the year to clearly count responsibilities; prioritize capital allocation for transitional projects to be completed in 2025. Draw profound experience in implementing the medium-term public investment plan for the period 2021-2026, in order to have solutions to effectively implement the medium-term public investment plan for the period 2026-2031.
Some delegates suggested that it is necessary to improve the effectiveness and efficiency of budget revenue and expenditure management; nurture revenue sources, expand the revenue base and new revenue sources from taxes and fees; collect tax arrears; improve the efficiency of handling administrative procedures for organizations and individuals. At the same time, focus on removing bottlenecks in preparing investment procedures; resolutely and thoroughly resolve projects with problems from the beginning of the year; promptly hand over sea surface and grant licenses to organizations and individuals in aquaculture to soon achieve the goal of developing the marine economy, developing the sustainable aquaculture industry and combining with the development of experiential tourism.
Proposing solutions in the cultural and social fields, delegates said that it is necessary to pay attention to the targets of increasing employment in 2025; poverty reduction according to the province's criteria; national standard schools; solutions to ensure security and order, prevent crime...
Delegate Pham Thi Hong Hanh, Head of the Provincial People's Council's Legal Committee, Discussion Group No. 1, proposed: It is necessary to strengthen leadership and direction to ensure security and order in the province to serve the Party Congresses at all levels, absolutely not allowing sudden and unexpected incidents to occur in any situation. The authorities should strengthen effective solutions to prevent, combat and fight more effectively against crimes and violations of the law in cyberspace. Along with that, specifically assess the causes of the increase in some types of crimes and propose effective preventive solutions in the coming time. Effectively implement and sustainably maintain grassroots security models, successfully transform key and complicated areas in terms of social order and safety; keep 34 commune-level areas free of drugs; successfully build 44 communes, wards and towns free of drugs, 3 district-level areas free of drugs; Review and continue to select communes, wards, towns and districts to include in the construction of drug-free communes, wards, towns and districts by 2025.
Delegate Dao Bien Thuy, Vice Chairman of the People's Council of Dam Ha district, Discussion Group No. 5, proposed: Pay attention to supporting localities in developing community tourism associated with promoting the cultural identity of ethnic groups to concretize Resolution No. 17-NQ/TU of the Provincial Party Committee; support localities in investing in improving the quality of cultural institutions in communes and villages with the aim of improving the material and spiritual life of the people.
