Attending the discussion session were Comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda Department. Comrade Chau Van Lam, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation chaired and directed the discussion at Group 11 including National Assembly Deputies from Tuyen Quang, Tay Ninh, Son La provinces and Da Nang city.
Delegates expressed high consensus on the necessity of amending and supplementing a number of articles of the Land Law, Housing Law, Real Estate Business Law, and Credit Institutions Law. The draft laws have institutionalized many new policies and guidelines of the Party and State, overcoming the limitations and obstacles of previous laws. At the same time, there are many innovative and progressive regulations, which are expected by the people and society to create momentum for socio-economic development in the new period.
Delegates expressed their support for the policy of bringing the above laws into effect soon. Some provisions in the laws can be implemented immediately, however, there are still many contents that need detailed guidance documents. Delegates suggested that the Government prepare carefully, ensure the progress and quality of detailed guidance documents, organize propaganda, widely disseminate laws, create unity in awareness of law enforcement, and ensure effective implementation of these laws when they come into effect.

In addition, there are opinions suggesting that the Government carefully calculate the time to adjust the effective date and how early on the basis of very careful consideration of two aspects: the urgency of adjusting the effective date of the Law from August 1, 2024 and the level of meeting the conditions to ensure the implementation of the Law in case the Law takes effect from August 1, 2024. Some opinions suggest carefully considering the law taking effect early when detailed regulations have not been fully issued.
Some delegates also expressed concern that as of June 18, 2024, only 1/16 documents detailing the Land Law had been issued; 7 documents detailing the Housing Law and 4 documents detailing the Real Estate Business Law had not been issued. In addition, the Land Law also amends a number of articles and clauses of other related laws, and accordingly, 2 contents that need guidance have not been issued, requesting the Government to report and clarify.
Delegates requested the Government to provide additional reports on the results and progress of drafting and promulgating local documents in practice, clarifying which documents, in addition to those required by the laws, must be issued by localities based on decisions, decrees and circulars that are about to be issued, clarifying the impacts and solutions to ensure the validity of documents and the effectiveness of law enforcement. At the same time, forecast difficulties, obstacles and the possibility of complaints from investors and people in case of delayed issuance or poor quality of documents to have appropriate solutions.
At the discussion session, delegates also participated in some specific contents for the draft laws.
