The conference announced the Decision of the City Party Committee on merging the City Party Committee's Propaganda Department and the City Party Committee's Mass Mobilization Department, establishing the City Party Committee's Propaganda and Mass Mobilization Department; and announced the Decisions of the City Party Committee's Standing Committee on personnel organization work.
Accordingly, the appointment for a term of 5 years for comrade Nguyen Manh Hung, member of the Standing Committee of the City Party Committee, Head of the Propaganda Department of the City Party Committee, Director of the City Political Center to hold the position of Head of the Propaganda and Mass Mobilization Department of the City Party Committee, Director of the City Political Center; transfer comrade Pham Ngoc Hai, member of the Standing Committee of the City Party Committee, Head of the Mass Mobilization Department of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of the city to cease holding the position of Head of the City Party Committee's Mass Mobilization Department, transfer to the agency of the Vietnam Fatherland Front Committee of the city to perform the duties of Chairman of the City Fatherland Front Committee...; announce the Decision of the Standing Committee of the City Party Committee on early retirement of 1 comrade.
The conference also announced the decision of the City Party Executive Committee on receiving grassroots party organizations and party members. Accordingly, 39 grassroots party organizations and 750 party members from the Party Committee of the Provincial Agencies and Enterprises Bloc will be received into the Tuyen Quang City Party Committee from February 24, 2025. Thus, up to this point, the City Party Committee has 72 grassroots party organizations.
The conference also announced the Resolution of the City People's Council on the establishment and reorganization of specialized agencies under the City People's Committee and announced the Decisions on appointing officials to leadership and management positions of the departments. Accordingly, the Department of Home Affairs was established on the basis of merging the Department of Home Affairs and the Department of Labor - Invalids and Social Affairs of the city; the Department of Agriculture and Environment was established on the basis of the Department of Natural Resources and Environment; the Department of Economy - Infrastructure and Urban Areas was established on the basis of receiving the functions and tasks of advising on state management of construction, transportation, industry and trade from the Department of Economy and the Department of Urban Management; the Department of Culture, Science and Information was established on the basis of receiving the functions and tasks of the Department of Culture - Information and the functions and tasks of science and technology from the Department of Economy. After the establishment and reorganization, the number of specialized agencies under the City People's Committee remained at 9 agencies.

The Chairman of the City People's Committee issued 14 decisions on mobilizing and appointing civil servants to leadership and management positions at agencies after restructuring the apparatus.
Speaking at the conference, Secretary of the City Party Committee Nguyen Hung Vuong suggested that, immediately after the conference, the City People's Committee urgently issue specific regulations on the functions, tasks, powers, organizational structure and job position projects of the following agencies and units, which will be arranged in accordance with the direction of the Central Government and the province, and put into operation from March 1, 2025, ensuring greater efficiency, effectiveness and efficiency, without interrupting the work of agencies and units, without affecting the implementation of the city's political tasks and the settlement of administrative procedures of people and businesses.
Agencies that are reorganized, merged, and newly established will review and issue working regulations and adjust programs and work plans for 2025 on the basis of fully inheriting the functions and tasks of the old agencies and units, ensuring that no functions and tasks are missed or overlapped.
