The working delegation of the Ministry of Education and Training worked with the Provincial People's Committee on the inspection and recognition of achieving universal primary education standards at level 3.

CTTĐT – On February 28, 2025, the working delegation of the Ministry of Education and Training led by comrade Trinh Hoai Thu - Deputy Director, Department of Primary Education, Ministry of Education and Training had a working session with the Provincial People's Committee on the inspection and recognition of Lao Cai province meeting the standards of primary education level 3.

Receiving and working with the delegation were comrade Hoang Quoc Khanh - Permanent Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Child Protection; together with leaders of relevant departments and branches; leaders of the Department of Education of localities in the province.

The inspection team was divided into 3 groups: Group 1 inspected Sa Pa town, Muong Khuong district and checked the records of Bat Xat district; Group 2 inspected Van Ban, Bao Yen districts and Lao Cai city; Group 3 inspected Bao Thang, Bac Ha, and Simacai districts. At each commune level, the conditions for ensuring and operating primary schools were inspected and 2 households were randomly inspected.

Working scene

Currently, the scale of schools and classes meets the needs of ensuring the learning needs of people including 25 ethnic groups (of which ethnic minorities account for 66.2%) from preschool to general education, continuing education in the province (09 districts, towns, cities). In the 2024-2025 school year, the whole province has 594 schools, 8,231 groups/classes with 235,731 students, 10 Vocational Education and Continuing Education Centers; 01 vocational college, 01 Thai Nguyen University branch in the province.

Regarding the results of primary education, Lao Cai province meets the standards of level 3 primary education according to Decree No. 20/2014/ND-CP dated March 24, 2014 of the Government on primary education and illiteracy eradication. Basically, the number of teachers teaching in primary education institutions is met, of which 89.9% of teachers meet and exceed training standards; 100% of teachers meet professional standards. The rate of 6-year-old children entering grade 1 is 99.3%; 95.64% of 11-year-old children completing primary education; children from 11 to 14 years old completing primary education is over 98.5%. By 2024, 151/151 communes will meet the standards of level 3 primary education (100%).

The inspection team and the Lao Cai Provincial Steering Committee signed the inspection record of the results of universal primary education in Lao Cai province.

At the working session, Mr. Hoang Quoc Khanh - Permanent Vice Chairman of Lao Cai Provincial People's Committee thanked the Ministry of Education and Training and the Working Group for their attention to the inspection and recognition of Lao Cai province meeting the standards of Primary Education Level 3; at the same time, he requested the Ministry of Education and Training to pay attention and create favorable conditions to help Lao Cai province meet the standards of Primary Education Level 3 by 2024. Lao Cai Province requested the Inspection Group to report to the Ministry of Education and Training and advise the Central Government to continue to pay attention to additional Programs and Projects to develop education and training for provinces in ethnic minority and mountainous areas; the Government to amend and adjust a number of policies and regimes to suit the practical situation; continue to pay attention to policies and regimes suitable to the practical situation of localities; guide localities to implement a number of difficult contents for mountainous education.

The inspection team worked directly with the Standing Committee of the Steering Committee for Universal Education and Literacy Eradication of Lao Cai province, 08 districts/towns/cities (district level) and 16 communes/wards/towns (commune level); Checked the province's recognition records at the time of December 2024 and 100% of the records of district-level units; Conducted field inspections at 08 district-level units and 16 commune-level units; worked with the Steering Committee for Universal Education and Literacy Eradication of district and commune levels; conducted field inspections at 32 households and 16 primary schools.

The inspection team concluded and assessed: Lao Cai province has met the standard of universal primary education level 3 by December 2024.
