In the Government's submission dated February 7 on the investment policy of the Lao Cai - Hanoi - Hai Phong railway construction investment project, the Ministry of Transport adjusted the scale and total investment.
Accordingly, the investment scope of the project: The starting point is at the rail connection point across the border between the new Lao Cai station and Ha Khau Bac station (China), in Lao Cai city; the end point is at Lach Huyen wharf area, in Hai Phong city.
The main line length is about 390.9km (including the new Lao Cai station - Lach Huyen wharf area station section of 385.8km and the rail connection section - new Lao Cai station of 5.1km) and 3 branch lines of about 27.9km (The branch line connecting Nam Dinh Vu station to Dinh Vu wharf area is 7.5km long; the branch lines connecting to Yen Vien station are 7.7km long; the branch line connecting Nam Do Son station is 12.7km long).

The project passes through 9 provinces and cities including: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong.
The Lao Cai - Hanoi - Hai Phong railway is a grade 1 railway with a gauge of 1,435mm. The preliminary total investment is about VND 203,231 billion (equivalent to about USD 8.369 billion), in the form of public investment.
In particular, for the section in Hai Phong city, Hai Phong City People's Committee proposed to use local budget capital to invest in the Nam Do Son branch section (12.7km) and carry out site clearance work for the Project section through the city.
Regarding the transport function, according to the forecast of transport demand, the new railway line needs to transport passengers and goods; at the same time, the line will connect directly with the Hekou Bei - Yuxi railway line of China, which is currently operating with both passengers and goods. Therefore, the project proposes the function of the new railway line to be the joint transport of passengers and goods. The existing railway line will undertake domestic passenger transport, short-distance tourism, and transport of some types of goods with available cargo ports directly connected to the railway line.
The project proposes the main route (Section from Lao Cai station to Nam Hai Phong station, excluding the Hanoi hub area) with a design speed of 160 km/h; the section through the Hanoi hub area with a design speed of 120 km/h; the connecting routes and branch routes (Railway connection section - new Lao Cai station; Nam Hai Phong station section - Lach Huyen station; branch route connecting Nam Dinh Vu station to Dinh Vu wharf area; branch routes connecting to Yen Vien station, branch route connecting Nam Do Son station) with a design speed of 80 km/h.
The entire route is expected to have 18 stations, including 3 train stations Lao Cai, Yen Thuong, Nam Hai Phong and 15 mixed stations. In addition, to carry out technical operations serving train operations, 14 technical operation stations will be arranged.
