Attending the Forum were comrades: Deputy Head of the Central Propaganda Department Phan Xuan Thuy; Deputy Minister of Natural Resources and Environment Le Cong Thanh; representatives of the Central Propaganda Department, the Press Department (Ministry of Information and Communications), leaders of a number of units under the Ministry of Natural Resources and Environment, economic experts, strategists and policy consultants, and 200 delegates who are leaders of press agencies, leaders of enterprises, and management agencies of a number of provinces/cities across the country.
Green economy is an economy that emits low carbon, minimizes environmental hazards, and saves natural resources. On this basis, the green economy sets a framework for integrating economic activities with environmental and resource protection. Vietnam's national strategy on climate change until 2050 affirms the goal of reducing greenhouse gas emissions towards the goal of net zero emissions by 2050, making a positive and responsible contribution to the international community in protecting the Earth's climate system. Vietnam will take advantage of opportunities from climate change response to shift the growth model, enhance the resilience and competitiveness of the economy.
In the National Strategy on Green Growth for the period 2021 - 2030, with a vision to 2050, the Government has set the target: Emission intensity per GDP by 2030 will be reduced by at least 15% compared to 2014, and by at least 30% by 2050. The proportion of urban solid waste collected and treated to ensure standards and regulations according to regulations will reach 95% by 2030. The proportion of urban wastewater collected and treated to ensure standards and regulations according to regulations will be over 50% for urban areas of type II or higher and 20% for the remaining urban areas.
Speaking at the opening of the forum, Deputy Minister of Natural Resources and Environment Le Cong Thanh shared: Recently, the business community's understanding of sustainable business and reducing emissions to the environment has been significantly improved. Many businesses have been taking green business as a strategy and competitive advantage. Many economic groups and large enterprises have also quickly joined in, promoting green transformation to respond to climate change and develop a low-carbon economy, towards the goal of Net Zero.
However, this change mainly occurs in the block of large enterprises and foreign-invested enterprises, while the number of small and medium enterprises accounts for a large number but has not paid due attention and has not had clear changes. Therefore, in the coming time, enterprises need to be determined to strongly transform, especially to improve their understanding and awareness of their responsibilities in protecting the environment, responding to climate change, and grasping relevant regulations both domestically and internationally.
From that reality, we need to have strong enough policies to concretize the viewpoint that "investing in the environment is investing in sustainable development"; at the same time, mobilizing social resources and support from the international community. Accordingly, we will propose a new system of viewpoints and new thinking to meet the context of the vision to 2050. The consistent viewpoint is that the State plays a role in creating and leading, businesses and people are the center and implementing subjects, along with the participation of political and social organizations.
Deputy Minister Le Cong Thanh said that the Forum "Managers - Journalists - Enterprises with Natural Resources and Environment" organized by the Natural Resources and Environment Newspaper has become an annual event and a place for relevant parties to share and discuss important areas and "hot" issues of the natural resources and environment sector.
Through each organization, the Forum has received more and more attention and participation from many managers at both central and local levels, leaders of press agencies and the business and entrepreneur community.
“At today’s Forum, all comments and suggestions from delegates will be studied and accepted by the Ministry of Natural Resources and Environment to serve the task of amending and supplementing the legal policies on natural resources and the environment. The common goal is to protect the environment, use natural resources economically and effectively, proactively adapt to climate change, and contribute to implementing Vietnam’s commitments at COP26” – Deputy Minister Le Cong Thanh emphasized and suggested that each delegate will be an ambassador to spread and effectively convey the message of transformation, green, clean and sustainable development.
Following the success of previous Forums, the 8th Forum "Managers - Journalists - Enterprises with Natural Resources and Environment" - 2024 with the theme "Green Economy - Responsibility of producers" will focus on issues of green development of enterprises: Responsibilities and obstacles that are preventing enterprises from practicing sustainable development; Discussing policy and mechanism corridors to support green enterprises, as well as the role of the press and media in accompanying, propagating and promoting the green transformation of the economy in both policies and operations of enterprises.
The Law on Environmental Protection 2020 stipulates that manufacturers and importers have 2 responsibilities: (1) Responsibility for recycling products and packaging - applicable to products and packaging with recyclable value (Article 54) and (2) Responsibility for collecting and treating waste - applicable to products and packaging containing toxic substances that are difficult to recycle, causing difficulties in waste collection and treatment (Article 55).
Accordingly, green economic and production sectors will gradually limit the generation of large amounts of waste, causing pollution and environmental degradation; develop green technology, management systems, and control production activities according to good practices to save resources, reduce emissions, and improve the ecological environment.
The forum includes 2 sessions. The discussion session: Green economy - Responsibility of producers has the participation of speakers: Associate Professor, Dr. Nguyen Dinh Tho, Director of the Institute of Strategy and Policy on Natural Resources and Environment; Mr. Tran Quang Dung, Permanent Deputy Secretary of the Party Committee of the Vietnam National Oil and Gas Group (Petrovietnam); Ms. Chu Thi Kim Thanh, Operations Director of the Vietnam Packaging Recycling Alliance - PROVIETNAM. Each opinion contributes to creating an overall picture of green economic development in Vietnam from reality to policy as well as the role of businesses and manufacturers in building an economy that reduces emissions, in line with the "rules of the game" of global climate change.
The panel discussion: “The road to the green destination” had the participation of speakers: Dr. Le Xuan Nghia, Finance - Banking Expert, Member of the National Financial and Monetary Policy Advisory Council; Dr. Bui Duc Hieu, Deputy Director of the Department of International Cooperation, Ministry of Natural Resources and Environment; Journalist Le Xuan Trung, Deputy Editor-in-Chief of Tuoi Tre Newspaper - Permanent Deputy Head of the Green Development Journalism Club - Green Media Hub; Mr. Nguyen Phuoc Minh, Head of Technical Department of Ford Vietnam Factory; Mr. Nguyen Cong Luan, Deputy General Director of PetroVietnam Gas Corporation (PV GAS)... At the panel discussion, the speakers focused on discussing policy shortcomings, weaknesses of businesses and the role of the media in the journey to the green destination of the economy, as well as solutions to remove those bottlenecks.
Notably, at this year's Forum, for the first time, the Green Development Journalism Club - Green Media Hub under the Vietnam Journalists Association, led by journalist Le Xuan Trung - Deputy Editor-in-Chief of Tuoi Tre Newspaper, Permanent Deputy Chairman of the Club, called on and inspired journalists to actively participate in the First Green Development Journalism Award (2023-2025)... This is also a practical action of the press to accompany and promote the whole society with the core role of businesses, together reaching the Green destination of the economy in the future...
Vietnam has achieved many achievements in green transformation and green economic development. Typically, the positive energy transition, in which renewable energy accounts for about 27.1% of the total capacity and 13.7% of the output in the national power system. Compared with the target set for 2030 to reach about 15-20% and 2045 to reach about 25-30% in Resolution No. 55-NQ/TW, the capacity of renewable energy sources can be achieved.
The proportion of the digital economy in Vietnam's GDP will reach 16.5% by the end of 2023. Green credit has grown by 20% per year since 2017 and accounts for nearly 4.5% of the economy's outstanding debt in 2023. In the period 2019 - 2023, Vietnam issued about 1.16 billion USD in green bonds.
In 2023, Vietnam successfully sold 10.3 million carbon credits through the World Bank (WB), earning 51.5 million USD; in 2022, the whole country will have about 240,000 hectares of organic farming (while in 2016 it was only 77,000 hectares); 59/63 provinces and cities nationwide will implement organic agriculture...
The above results show that, despite being a developing country, Vietnam has proactively integrated into the development trends of the times. Promoting a rapid transition to a green economic model, digital economy, knowledge-based economy, circular economy and always being consistent with the viewpoint of sustainable development and not accepting growth at all costs.
