Prioritize population stability
According to the report of the Ethnic Minorities Committee of Dien Bien province, implementing Project 2 on "Planning, arranging, relocating and stabilizing residents in necessary places" under the National Target Program 1719, the province is implementing 07 projects; with a scale of arranging and stabilizing about 466 households, the budget has been 46,882 billion VND.
In addition, the province aims to solve the shortage of residential land for more than 1,300 households and housing for more than 4,800 households by 2025, using the capital of the National Target Program 1719; directly supporting production land for more than 1,400 households;...
Implementing the National Target Program 1719, phase 2021 - 2025, Dien Bien province is allocated a total capital of nearly 3,474 billion VND. Of which, nearly 3,162 billion VND is from the central budget; the local budget is more than 179.2 billion VND; policy credit capital is more than 114.3 billion VND, and other legally mobilized capital is more than 18.4 billion VND.
Due to the strongly fragmented terrain and increasingly complex natural disasters, the work of arranging and stabilizing the population in Dien Bien province faces many difficulties.
Resources from the National Target Program 1719 are limited, while just one natural disaster can cause many areas with stable populations to fall into devastation and have to start over.
At the end of July 2024, Muong Pon commune, Dien Bien district, experienced a historic flash flood. The flash flood damaged 90 houses in Muong Pon commune; 66 households were forced to evacuate urgently. In addition, 122,475 hectares of productive land were buried by mudslides.
To stabilize and rearrange the population, the People's Committee of Dien Bien district must urgently implement 5 population stabilization projects in the villages: Muong Pon 2, Tin Toc 1, Tin Toc 2, Huoi Ke and Linh village. With the support of the military, the population stabilization projects in Muong Pon commune are gradually being completed.
On November 22, 2024, the Standing Committee of Dien Bien District Party Committee inspected the actual post-disaster residential stabilization projects in Muong Pon commune.
The construction unit's report shows that 10 houses have been completed and handed over to residents; the forces are continuing to construct 10 houses and preparing to deploy support for 25 other houses.
In addition, in order to soon stabilize people's lives, develop socio-economy, and ensure security in areas damaged by natural disasters, the People's Committee of Dien Bien district also focused on and urgently deployed the construction of 10 essential infrastructure works.
Of these, 7 projects are under construction, 1 project is about to start construction; emergency construction orders were issued for 7 projects to protect residential areas, stabilize lives and promptly serve production.
Not only Muong Pon but also in Dien Bien province, there are still many places with high risk of natural disasters, requiring resettlement and stabilization of the population. Therefore, on September 24, 2024, the People's Committee of Dien Bien province sent a document to the Ministry of Agriculture and Rural Development proposing to add 4 urgent projects to stabilize people's lives, with a total estimated investment of 88 billion VND.
Thus, up to now, the total number of projects that localities have proposed to the Prime Minister to allocate budget to stabilize residents in emergency disaster areas is 19 projects; the total proposed support budget is about 686 billion VND.
Focus on sustainable poverty reduction
According to Mr. Giang A Dinh, Head of the Ethnic Minorities Committee of Dien Bien province, in recent years, although the Government, ministries and central branches have focused on prioritizing resources for investment; however, the province's infrastructure system still faces many difficulties and is not yet synchronized.
This was demonstrated in the Political Report of the 4th Congress of Ethnic Minorities in Dien Bien Province, held on November 8, 2024. Accordingly, the whole province only has 96.52% of communes with paved car roads to the commune center; 78.7% of villages have paved car roads to the center;...
In addition, the rate of communes with commune and inter-commune markets in the province only reached 18.26%; the rate of communes, wards and towns with cultural houses only reached 79.07%; the rate of villages and residential areas with cultural houses reached 55.5%; the rate of households using safe electricity for daily life reached 93.75%;...
The lack of infrastructure for production and livelihoods makes poverty reduction and improving people's lives in the province difficult. It is estimated that by the end of 2024, although it still exceeds the poverty reduction target of the National Target Program 1719 (a decrease of 5% compared to 2023), the multidimensional poverty rate of the whole province according to the new poverty standard will still be 31.97%.
It is estimated that by the end of 2024, the whole province will have 05 communes meeting advanced new rural standards, 25/115 communes meeting new rural standards; 200 villages and hamlets will be recognized as meeting new rural standards and model new rural standards.
According to Mr. Giang A Dinh, Head of the Ethnic Minorities Committee of Dien Bien province, in 2019, according to the multidimensional poverty standards for the period 2016-2020, the whole province still had 43,048 poor households, accounting for 33.05% of the total number of households. Of which, 98.86% of poor households in Dien Bien province are poor in terms of income; nearly 99% of poor households in the province are ethnic minority households.
Faced with that reality, in recent years, Dien Bien province has focused on implementing many solutions to reduce income poverty for ethnic minorities.
In addition to supporting production development, building and replicating sustainable livelihood models, from 2021 to present, from the capital of 03 National Target Programs, especially National Target Program 1719, the province has focused on supporting people to learn a trade, change jobs, and create jobs to sustainably reduce poverty.
“In the period of 2019 - 2024, the total number of workers participating in vocational training in the province reached over 52,000 people; an average of over 8,600 people/year. In 2024 alone, the whole province had about 9,800 people participating in vocational training. At the same time, in 05 years, the province has created new jobs for over 59,000 workers, of which ethnic minority workers accounted for 75 - 78%,” Mr. Dinh shared.
Along with that, Dien Bien province has focused on implementing preferential credit policies. In the period of 2021 - 2025, the province was allocated more than 114.3 billion VND of policy credit capital under the National Target Program 1719. Currently, the whole province has lent capital to 2,848 households; it is expected that by the end of 2024, the preferential credit balance in the locality is estimated to reach 113.5 billion VND with 2,835 households borrowing capital...
With these efforts, the average income in Dien Bien province has increased, but is still at a low average level compared to the whole country. It is estimated that by the end of 2024, the average income in the province will reach 46.51 million VND/person/year.
Continuing to effectively implement ethnic policies, especially the National Target Program 1719, Dien Bien province aims to support 80-100% of disadvantaged households lacking residential land and production land by 2029; increase the rate of trained workers to 70% and those with certificates to 40%; create jobs for 75-80% of trained workers;... These are solutions for the province to aim to increase the average income of ethnic minorities in the province to 113 million VND/person by 2029.
Dien Bien province strives to reduce the poverty rate to below 10% by 2029 (according to the poverty standard for the period 2021 - 2025); basically no more extremely disadvantaged communes, villages, and hamlets; 35% of communes meet new rural standards, of which 15% of communes meet advanced new rural standards; the province has at least 03 district-level units meeting new rural standards.
