On the morning of March 10, the Department of Industry and Trade of Dien Bien province coordinated with the National Competition Commission - Ministry of Industry and Trade to organize a conference to disseminate the Law on Consumer Rights Protection and related legal documents in Dien Bien province.

Attending the conference were Mr. Luong Tuan Anh - Deputy Director of the Department of Industry and Trade of Dien Bien province; Dr. Doan Quang Dong - Senior Expert, National Competition Commission (Ministry of Industry and Trade); leaders of departments, branches, sectors, and organizations of the province; leaders of the Provincial Market Management Department; representatives of People's Committees of districts, towns, and cities; provincial business associations, consumer protection associations, and a number of production and business enterprises in the province.

Speaking at the opening of the conference, Mr. Luong Tuan Anh - Deputy Director of the Department of Industry and Trade of Dien Bien province - said that recently, the Department of Industry and Trade of Dien Bien province has implemented many activities to raise consumers' awareness of their rights and responsibilities.
In the context of increasingly deep international integration, the market is increasingly rich in quantity, variety, quality and origin of products. This gives consumers more choices, including products that ensure food hygiene and safety. However, there are still poor quality products that pose many risks to consumers' health. Therefore, propaganda, dissemination of laws and protection of consumer rights are extremely important.
" Equipping people with the necessary knowledge and skills to understand the legal regulations on consumer rights protection is urgent. Today's conference is organized by the Department of Industry and Trade in coordination with the National Competition Commission, aiming to propagate and popularize the Law on Consumer Rights Protection and related legal documents ," Mr. Luong Tuan Anh emphasized.

In particular, within the framework of the conference, the Organizing Committee will reserve time for delegates to discuss, share practical experiences and propose solutions to improve the effectiveness of state management in this field. Creating a safe e-commerce environment
Sharing about current legal regulations and policies to protect consumer rights, Dr. Doan Quang Dong - Senior Expert, National Competition Commission (Ministry of Industry and Trade) - said that in the past, consumers mainly shopped directly at stores, supermarkets or traditional markets. However, with the strong development of digital technology, shopping habits have changed a lot, becoming more diverse and convenient.

Nowadays, consumers can shop through online platforms such as Facebook, Zalo, TikTok or e-commerce platforms, and even order across borders. Along with that, the development of shipping applications makes the delivery of goods more convenient, no longer dependent on traditional shopping methods. In particular, payment has also undergone a strong transformation when with just one click, consumers can quickly pay via digital banks, e-wallets or online payment platforms. This not only saves time but also limits risks related to cash.
However, in addition to the outstanding conveniences, the trend of online shopping also has many potential risks. In fact, there have been many recorded cases of fraud, theft of personal information, bank accounts being hacked, and some people even lost billions of dong in a short time. This is the downside of technological development that consumers need to be especially vigilant about.
" Raising consumer awareness of transaction safety is extremely important. At the same time, the legal system also needs to have stricter regulations to protect personal information, enhance network security and strictly handle commercial fraud. Protecting consumer rights is not only the responsibility of state management agencies, but also requires close coordination between businesses and consumers themselves to create a safe, transparent and trustworthy e-commerce environment ," Dr. Doan Quang Dong emphasized.

Attending the conference, delegates were informed of the new points of the Law on Consumer Rights Protection 2023 compared to the Law on Consumer Rights Protection 2010; the responsibilities of business organizations and individuals in ensuring consumer rights; and the role of state management agencies in protecting consumer rights.
In addition, the conference will discuss the contents of related documents such as Decree No. 55/2024/ND-CP dated May 16, 2024; Decision No. 07/2024/QD-TTg dated June 20, 2024 on protecting consumer rights, more specific regulations on the responsibilities of enterprises and measures to handle violations of related laws.
Thereby, helping delegates gain more basic knowledge about consumer rights protection; methods of resolving disputes between consumers and organizations and individuals trading in goods and services.
Prohibited acts for organizations and individuals providing on digital platforms: Forcing or preventing consumers from registering to use or using another intermediary digital platform as a mandatory condition for using the service; Limiting consumer choice through prioritizing the selection of products, goods, and services; Use measures to prevent display or dishonestly display consumer feedback and reviews; Using measures to prevent registration, operation, evaluation, and display of feedback from social organizations participating in protecting consumer rights; Prevent consumers from removing pre-installed software and applications without affecting the basic technical features that enable the digital platform to operate normally. |
