Following the province's direction and the proposed growth scenario, Mong Cai city has implemented many drastic solutions, striving to achieve the highest state budget revenue in 2024.
In the first 9 months of 2024, the city's total state budget revenue reached nearly 4,000 billion VND, one of 17 targets achieved and exceeded. This result is thanks to the efforts and striving of all levels and sectors to actively and resolutely direct, urge and implement state budget collection work.
The City People's Committee flexibly manages and develops scenarios to ensure the annual budget revenue target increases by 10% or more compared to the plan assigned by the province. Along with that, the city proactively balances the budget at two levels in accordance with the principle of "having revenue before spending", ensuring that budget expenditures are implemented according to the assigned estimates, in accordance with the prescribed standards, regimes and norms, and thoroughly focusing on saving regular expenditures. The City requires departments, offices and units with the task of collecting the budget and the People's Committees of communes and wards to strengthen inspection and review of revenue sources to ensure correct and sufficient collection. At the same time, promptly detect and strictly handle acts of tax evasion; strengthen the urging of tax debt collection. The work of granting land use rights for residential land, forestry land and aquaculture land is being accelerated, especially resolving existing problems, to promptly collect financial obligations into the budget.
Mechanisms and policies to promote investment attraction, accompany and remove difficulties for businesses in the area... are focused on implementation. Import and export policies are gradually removing barriers thanks to the proactive coordination between the city and relevant departments, branches, Dong Hung City authorities, Fangcheng District (China), helping to allow customs clearance of goods on Saturdays, Sundays, holidays, New Year's... Mong Cai International Border Gate Management Board mobilizes import and export enterprises headquartered in other provinces to open branches in the city; advises the City People's Committee to report and propose the province to have policies on fees for using infrastructure works, public utility service works in the border gate area to attract businesses to declare at Mong Cai Border Gate Customs Branch; coordinates with People's Committees of border communes and wards to manage taxable revenue...
Relevant levels and sectors make the most of revenues generated in the area, mobilize import-export, tourism, and construction businesses in other provinces with production and business activities in the area to declare and pay taxes; collect revenue from temporary construction activities; collect money for protection and development of rice fields... At the same time, specifically identify potential revenue sources, fields and types of taxes with revenue losses and room for growth, strive to increase revenue from advantageous revenue sources to compensate for revenue reductions and revenue shortfalls. Communes and wards are thoroughly decentralized by the city in implementing the revenue plan, creating a proactive position in budget management and operation. Thereby, creating a mechanism for the entire city to make the most of revenues, nurture revenue sources, and increase budget revenue to carry out decentralized spending tasks...
Due to the impact of the recent storm No. 3, the city assigned the Tax Department, the Customs Department and related units to review the taxes and fees exempted and reduced according to regulations to properly and fully implement the rights of taxpayers. From there, there is a basis for balancing the budget revenue and expenditure, ensuring the overall growth plan as proposed.
In the first 9 months of implementing its tasks, Mong Cai City achieved a number of outstanding results: The production value of economic sectors is estimated at 15,527 billion VND, reaching 71.12% of the plan, up 31% over the same period; retail sales of goods and service revenue reached over 8,627.4 billion VND; tourists reached over 2.8 million people; 225 new enterprises were established; 570 more import-export enterprises were attracted; total state budget revenue is estimated at 3,942.2 billion VND; total public investment capital plan in 2024 is 609,082 billion VND (allocated to 144 projects, works, and items); the value of the implemented volume reached 191,401 billion VND, equal to 44.5% of the same period... |
