Mong Cai City: Ready for party congresses at all levels

In preparation for the Party Congresses at all levels, towards the 14th National Party Congress, Party committees and organizations in Mong Cai City are actively implementing tasks. Units selected to organize model congresses are accelerating the completion of stages to ensure the success of the congress.

Hai Xuan Commune Party Committee held a meeting to deploy preparations for the Commune Party Congress for the 2025-2030 term.

In the 2020-2025 term, Hai Xuan Commune Party Committee completed and exceeded 100% of the targets set by the Resolution of the 13th National Congress, of which 8/15 targets were exceeded. Notably, the average income per capita reached over 110 million VND/year; completed 4/4 standards, 15/15 criteria to propose the commune to become a ward. This is also one of 3 branches and grassroots Party Committees selected by Mong Cai City Party Committee to organize a model congress in March 2025.

Up to this point, the Hai Xuan Commune Party Committee has been active and proactive in all aspects of preparation. In particular, focusing on building the Draft Congress Documents to ensure quality on the basis of promoting democracy, collective intelligence, and maximally absorbing the dedicated and responsible contributions of cadres, party members, and people.

Comrade Pham Thanh Huyen, Secretary of Hai Xuan Commune Party Committee, said:   By January 2025, we had completed the draft political report and asked for comments from cadres and party members. This was also an important content presented at the Congress of 20 Party cells under the Commune Party Committee to contribute comments. Up to now, we have compiled many very thoughtful and valuable comments to supplement and basically complete the draft political report. In particular, focusing on breakthrough solutions to strive to complete the goal in the next term is to bring Hai Xuan commune to complete the criteria and targets for establishing Hai Xuan ward, building Hai Xuan into a civilized and modern ward, one of the central wards of Mong Cai city in the future.

Tran Phu Ward Party Committee held a meeting of the congress documents subcommittee.

At the Tran Phu Ward Party Committee - a new Party Committee established on November 1, 2024 on the basis of merging the Hoa Lac Ward Party Committee and the old Tran Phu Ward, with the largest number of affiliated Party organizations and Party members in the city, the work of preparing for the Congress is also being focused on. In particular, from November 5-13, 2024, the Tran Phu Ward Party Committee directed 15/15 affiliated Party cells to complete the organization of the Congress for the 2025-2027 term, achieving 100% of the set plan, earlier than the schedule required by the superiors. The Congress documents were carefully, thoughtfully and methodically prepared. The Congress personnel work was carefully, thoroughly and cautiously prepared.

Comrade Pham Thi Oanh, Secretary of the Party Committee of Tran Phu Ward, Mong Cai City, said: Up to now, the preparation work for the organization of the Congress of Delegates of the Tran Phu Ward Party Committee has ensured the progress, quality and effectiveness of the assigned tasks. As a newly merged Party Committee with a large number of Party members of nearly 550, we have paid special attention to the work of preparing personnel for the Congress. Accordingly, the Party Committee of the ward has focused on reviewing and ensuring the personnel structure of the Congress, including re-election and new candidacy, as well as gender, qualifications and experience to participate in contributing to building the Party Committee of the ward to complete the goals and tasks in the new term.

Ka Long Ward selected the project to install 3 LED screens at the hall and ward headquarters with a total cost of 320 million VND from socialized sources to put up a signboard to welcome the Party Congresses at all levels.

Up to this point, the preparation work for the Party Congresses at all levels has been closely directed by the Standing Committee of the Mong Cai City Party Committee and local Party Committees in accordance with the spirit of Directive No. 35 of the Central Committee and the direction of the Provincial Party Committee. In particular, focusing on promoting experience and intelligence in drafting documents and reviewing the staff presented at the congress to ensure the set criteria and standards, implementing the arrangement and organization of a lean, compact, strong, efficient, effective and efficient apparatus, determined to turn Mong Cai into a class 1 city before 2030.

Comrade Hoang Ba Nam, Secretary of Mong Cai City Party Committee, affirmed: Thoroughly grasping Directive No. 35 of the Politburo and the directions and instructions of the Provincial Party Committee, Mong Cai City focuses on directing Party congresses at all levels with a proactive and urgent spirit and ensuring compliance with the Party's regulations and principles. In particular, focusing on reviewing the plans for cadres, especially the plans for the Executive Committee and the Standing Committee to supplement the plans to find new factors. Along with that, strengthening guidance for the grassroots, especially in the stage of streamlining the organization of the political system, not causing major disruptions in terms of personnel, ensuring stability for the successful implementation of the Party congress. For the commune and ward levels, closely following the directions and instructions of the Central and the province, we have also expanded the structure of the Standing Committees of communes and wards to ensure a reasonable structure, contributing to the overall development of the city.

According to plan, before February 28, Mong Cai City will complete the organization of the Party Congress of the grassroots Party Committee;   The three grassroots Party organizations selected to hold model congresses are the City People's Procuracy Party Cell, Hai Xuan Commune Party Committee, and Ka Long Ward Party Committee, which will be held in March 2025 to gain experience for general direction. Mong Cai   Strive to complete the organization of branch and grassroots party congresses from April to before June 30 and be ready for the Mong Cai City Party Congress to be completed before July 25, 2025.
